2. Change to the Agenda
2.1 Archipelago Forum:
E-mail received from Roc Sandford. Thanked the
committee for the invitation to attend. Founder members would like
to be involved in the first community presentation setting out
objectives for discussion and reactions. Agreed to attend a later
meeting.
2.2 Proposed Industrial Site at Torosay
Sand Pit:
Andy Knight from TSL sent apologies, but would
attend next meeting to explain proposed Industrial sites at Torosay
sand pit
3. Minutes of the meeting held Wednesday
13th July 2005:
With the exception of the following amendment,
these were approved as an accurate record. Minutes proposed by
Adrian Fitness, seconded by Hazel Yule.
Item 10.1 Clydesdale Bank: 3rd
line last sentence should read: “It was noted that from 2008 rural
Post Offices would lose the Government subsidy”
4. Matters arising from the Minutes:
4.1 Salen Fire Station:
Response received from Mr. Hunter, Commander
Strathclyde Fire and Rescue. Discussed at Salen Fire Station
meeting 13th September. Officer to be appointed in
charge of volunteer units
4.2 Web Site:
E-mail received from Alan Parker. Temporary
basis at the moment, would like additional information required,
particularly the “Keep Mull Moving” campaign and regular updates
about ongoing issues
4.3 Seating at Fionnphort:
Contract awarded. Linda Cameron would discuss
with staff who work at the kiosk

4.4 Ulva Ferry School House:
Occupied hopefully within two weeks
4.5 20 mph Speed Limit-Tobermory Area:
Date to be requested from Kaz Rigby as signs not
displayed

4.6 Electricity Pole at Oakfield,
Tobermory:
Response received from Scottish Hydro dated 2nd
August, stating work will be carried out within the next six weeks.
4.7 Association of Community Councils:
E-mail received. Meeting 10.30 am Saturday 8th
October at Lochgilphead, Alan Macaskill, Argyll and Bute Council
will be speaking. Members present unable to go. Ask Paul Forster
and Jim Corbett if able to attend. Request report from the
meeting

4.8 Pin Meeting:

Letter
received from Alan Macaskill, Argyll and Bute Council, “Building a
Health Service fit for the future.” NHS Argyll and Clyde will be
dissolved from 31st March 2006.

site for information:
www.argyll-bute.gov.uk. From the Council’s homepage click
on the link to Agendas and Minutes then search by Agenda to find the
Policy Development Group on Health. Response required from the
Community Council by 26th September. Linda Cameron
encouraged all members to look at the web site

Councillor MacDougall stated there is no mention of Argyll and Bute
boundaries

Central Belt Hospitals and keeping Argyll and Bute
together

4.9 Proposed Monastery at Torloisk:
Ø
Following phone call from Bert Leitch to Chair, response received
from Phil McLean, Argyll and Bute Council stating that the concerns
expressed will be noted in determining the planning application

Public
community meeting held at Ulva Ferry, most people happy for the
project to go ahead
Ø
Councillor MacDougall has received letters of support for the
project
4.10 Dervaig Road Signs:
Response received from Neil Brown, Argyll and
Bute Council asking which signs are causing concern.

4.11 Java Lighting:
Adrian Fitness agreed to write to Argyll and Bute
Council at Lochgilphead

4.12 Bowman’s Bus Services:
Ronnie Campbell reported no further progress.
Suggest using the mini-buses on a Sunday, one in the morning and
afternoon to Fionnphort and Tobermory. Letter to Douglas Blades at
Argyll and Bute Council, Lochgilphead and Bowman’s

4.13 Pennygown Cemetery:
Response received from Alison McIlroy. Argyll
and Bute Council are currently compiling a list of infrastructure
developments in burial grounds around Argyll and Bute. Will include
request for screening to the list and will advise further after any
budget allocation has been agreed. No further update on Bunessan
Cemetery, Linda Cameron agreed to follow up again

No leaflets on display on CalMac ferries. Letter
to Ian Fox requesting they move the current position of the display
box.

5.1 Tunnock’s 2005 Tour of Mull Rally:
Information received and circulated on proposed
road closures
5.2 AliEnergy:
Information received and circulated on current
renewable energy and energy efficiency opportunities
5.3 E-mail received from Tobermory
resident:
Showing concerns about the roles of the Mull
Community Council and the Mull and Iona Community Trust. Mull
Community Council is an elected body the community. Would invite
James Hilder to a future meeting. Send response to Tobermory
resident

5.4 Coastal Defences at Kintra:
Correspondence received from residents. Argyll
and Bute Council are still investigating with Scottish Executive who
pays for the design and maintenance costs. Issue ongoing.
5.5 Campaign for the Sustainable
Communities Bill:
Agreed to support
5.6 West Ardhu and Langamull Woodlands:
Feasibility study sent to look at and looking for
support from Mull Community Council
6. Renewable Energy Forum:
In the absence of Paul Forster, Linda Dawson
informed about the forthcoming roadshow:

Wednesday 21st September at Bunessan Hall, Thursday 22nd
September at Craignure Hall. Both events will be held from 2-5 pm
and into the early evening

Companies specialising in renewable energy products will be
attending
Ø
Chairman of the Dervaig Wind Farm project attended the August
meeting, very constructive discussion
7. Items discussed not on the Agenda:
7.1 Clydesdale Bank:
Ø
Response received from the Branch Manager at Tobermory
Ø
Letters of concern also sent to Mr. D Thorburn, Chief Operations
Officer at Head Office, Glasgow, Mr. G. Barron, Regional Manager,
North Region, Glasgow and Jamie McGrigor MSP, Highlands and
Islands. Members informed of the content
Ø
Isle
of Iona Community Council contacted and disappointed had not
received letter that Bank would be discontinuing service from 30th
September 2005.
Ø
A
recent review had been undertaken by the Bank and they claimed only
160 customers actually use the mobile van on Mull
Ø
Service also affect residents at Lochaline, Morvern and Ardnamurchan
Ø
Capital funding could be withdrawn from 2008, Alan Reid MP working
on
Ø
Customers will be and are changing banks
Ø
Letters to be sent to Bank of Scotland and Royal Bank of Scotland
requesting they increase their service

7.2
CalMac:
Ø
It was
reported that CalMac have placed barriers at the Craignure Ferry
terminal vehicle waiting area which made it impossible for long
vehicles to turn onto the area in one go, having to back up onto the
main road. Dangerous situation and needs to be looked at urgently
Ø
Barrier also placed across by the pier head preventing residents
meeting people off the ferry
Ø
Issue
also raised at the Ferry Committee meeting about the rules for
purchasing six tickets from the same household, but with different
car registrations. Why can’t three different registration numbers
be put on each ticket. Noted that this problem is happening in
other areas. Port Manager stated this is outwith his jurisdiction.

Problem also raised about the shackles for tying down vehicles,
people should be asked when purchasing tickets
Ø
The
above issues raised at the Ferry Committee meeting when Hugh McFee,
Port Manager at Craignure, agreed to look into

that in 2006 more coaches will be visiting the island
7.3 Progressive Care Centre:
Ø
Mull
Community Council and islanders not aware of what is happening
Ø
Councillor MacDougall reported that funding in place, business plan
being finalised, access has been sorted
Ø
Hoped
to accommodate 12 beds with separate houses
Ø
Agreed
to invite Moira Newiss, Locality Manager, North Argyll who is based
at Connel Surgery to a future meeting
Ø

representative from the Community Council. Important meetings are
attended. Bert Leitch proposed Linda Cameron, seconded by Hazel
Yule. Fiona Brown also agreed to be nominated, proposed by Tony
Proud, seconded by Hazel Yule. Agreed to write to Secretary of
Progressive Care Centre.

7.4 Pennyghael Community Centre:

Argyll
and Bute Council valued property in 2004 £90,000, recent valuation
£100,000, but valued at £56,000 by the District Valuer. Community
appalled at the rise. Letter to Hugh Blake at Helensburgh

to negotiate for the land until a Company Limited by Guarantee set

7.5 Tobermory Elections:

papers received, Steve Barlow 143, Ernest Arnthal 93, two rejected
as void.
Ø
Member
of the public expressed surprise that by 2.20pm the election had
been completed
Ø
Result
would appear in local press, Community Council minutes and the web
site and had already been displayed in Argyll and Bute Council
office at Tobermory.

Linda
Cameron wished to thank John Wilson as Returning Officer, to Ann
Cleave who assisted with the count and Argyll and Bute Council,
Tobermory and Ken MacDonald for their help with the above election.

9. Roads and Transport:
9.1 Carsaig Road:
Council undertaking verge cutting kicked out
stones, spilt oil on the road and four houses lost their telephone
lines, had to wait two weeks to be re-connected
9.2 Salen to Dun Aros:
Grit all over the road and no sign on the Ulva
side
9.3 Java:
Request for a reduction in speed from 30 – 20 mph
with speed bumps

Lochdon:
Village sign has still not been repaired

£50,000 has been made available from the £85,000 capital receipts
for improvements to the Lochbuie road
Ø
Planning permission put forward for a tar plant at Pennygown, three
or five year contract may be appropriate
9.5
Tobermory School:
Ø
Due to
insufficient parking within school area, people parking in
inappropriate places, dangerous situation. Suggest that double
yellow lines be painted on the school side of the hill towards the
entrance. Request to Neil Brown, Argyll and Bute Council. Head
teacher at Tobermory School to be informed of

10. “Keep Mull Moving” Campaign:
Linda Cameron gave an update:

Last
meeting 15th August at Torosay Castle, attended by Alan
Reid MP and George Lyon MSP. Next meeting early October, MP and
MSP’s who attended the public meeting have all been invited, also
Euan Warnock NFU and members of Argyll and Bute Council. Plan for
the future will also be discussed

George
Lyon has written to Argyll and Bute Council seeking clarification on
the impact study
Ø
Both
Linda’s attended Bunessan and Salen shows to raise awareness
Ø
The
petition will close on 30th September 2005. Date to be
arranged to hand in at the Petitions Committee of the Scottish
Parliament, Edinburgh. Asked for help from CalMac, Mull and Iona
Pipe Band and Bowman’s Buses, awaiting replies
Ø
Still
trying to raise funds locally
Ø
Campaign featured on Radio Scotland, Reporting Scotland and Gaelic
News. Linda Cameron and Ronnie Campbell had both been interviewed.

Edinburgh Council when we go with petition

Continuing problem with dog fouling, a request
