MULL COMMUNITY COUNCIL – MINUTES OF MEETING, 12th OCTOBER, 2010.

Present:  Steve Willis (Vice-Chairman); David Greenhalgh, Ronnie Campbell, Susan Campbell, Rory Forrester, Fiona Brown, Cllr Mary-Jean Devon; Sgt  Mark Stephen.

1.00     Apologies: James Heggie (Chairman), Davie Graham, Jim Corbett, Stewart MacDougall, Cllr Gordon Chalmers, Bert Leitch, Jenny Reddaway (Secretary). Steve Willis took the Chair and Susan Campbell kindly agreed to take notes of the meeting.

2.00     Police Matters:

Sgt Stephen advised that there were no policing concerns with the Mull Rally which had run smoothly ; there were no major incidents.

Strathclyde Police Notices: the Vice Chairman has written to the tour operators to organise a meeting to discuss and resolve the passing places problem. Kaz Bailey and the Police will be invited to attend when a date has been arranged.

Rory Forrester has been in touch with Kaz Bailey about damage done to Ardnacross Bridge. Sgt. Stephen advised the meeting that enquiries were ongoing and the cost of mending the bridge would be borne by the driver’s insurance.

Corrections/Approval.

Regarding the item concerning Bayview Garage under 16.00, it was noted that Cllr Gordon Chalmers would be contacting SEPA again.

Proposed by Ronnie Campbell and seconded by David Greenhalgh, the Minutes were approved.

Action Points arising (if not a separate Agenda item):

In the absence of most of those with whom action points had lain, the only update was from Susan Campbell who reported that the Roads Department had tidied up and removed plants from Ardnadrochit Bridge.

It was agreed that a letter of congratulations should be sent to the organisers of the Rally from the Community Council.

Housing & Development (including Planning Applications)

Fiona Brown advised that there would be a public meeting on Friday October 15th 2010 regarding the wind turbine installation near the Lee/Ardtun road junction. (Three wind turbines on one side of the road and one on the other – 500 metres apart.) It was noted that planning permission for the other wind turbines had been withdrawn.

Alcohol licence applications had been received for the MacDonald Arms and the Crystal Palace, both in Tobermory.

Calmac

Ronnie Campbell had nothing to report.  Comments made to the effect that food quality had deteriorated but costed more and Mr Campbell would mention this at the next meeting.

Roads & Transport

It was noted that, at the recent meeting, Neil Brown (Roads Manager) had used the term “lifeline services” in respect of weight limits and exemptions.  Lifeline services includes oil, animal feeds, moving of animals, refuse collections, etc. and are exempt.  Application for a one-off exemption certificate is required for anything else.

Any Other Business, including Area Reports.

David Greenhalgh confirmed that the full version of the Minutes of the Meeting would be made available on the R&A website with an abbreviated report in the magazine.

Problem accessing Craignure Village Hall for meeting: Community Councillors could not access the Village Hall for the meeting as there was no key available since a change of doors meant there was a new lock.  The Craignure Village Hall Committee to be advised of this and to ensure no charge made for the room for the meeting on 12th October.  Investigations as to alternative locations to be made.

Aros Park developments – Mr Maidment has requested an early slot on the agenda for the meeting on 9th November to update members.

Scottish Water – nothing to report other than it would appear that meeting will postponed from November until the new year.

Fuel Duty derogation – this had been noted.  The Community Council to write to Mr Danny Alexander to say that the proposed 5p off per litre of fuel is not sufficient.

Winter fuel payments:- it was noted that the coming winter’s readings to be used in assessing qualification for winter fuel payments (not age related fuel allowance) are a post code lottery. 

Readings from Dunstaffnage would be used to assess the following codes:

PA30 -31 Lochgilphead

PA34 – 35 and PA37,38 Oban and district

PA61 – 65 and PA64 – 72 Eastern half of Mull

Readings from Tiree would be used to assess the following codes:

PA61 Colonsay

PA66, 67 and PA73 – 78 Western half of Mull, Iona, Tiree and Coll

PA42 – 44  Mallaig & Small Isles.

Tiree readings are for a milder climate and there is a risk that people may not qualify.  The Community Council to contact Mr Alan Reid MP on this issue.

MICT Building: the problem concerning the incorrect site of the new MICT building was brought up; Cllr Devon will report further on this matter.
