Police Constable Ian Young was welcomed as the new Policeman for the Ross of Mull, based at Bunessan.  Members introduced themselves.

 

2.         Change to the Agenda

2.2        Proposed Industrial Site at Torosay Sand Pit:

Andy Knight from TSL sent apologies, but would attend next meeting to explain proposed Industrial sites at Torosay sand pit

 

3.         Minutes of the meeting held Wednesday 14th September 2005:

With the exception of the following amendments, these were approved as an accurate record.  Minutes proposed by Steve Barlow, seconded by Tony Proud.

Item 7.1                        bullet point 6 Clydesdale Bank: Capital funding does not apply to the Clydesdale Bank

Item 11.2           bullet point 3 Steve Barlow-Tobermory: Multi-purpose building to be erected to provide toilet/ shower facilities for visiting Coastguard and Yacht Club members

 

4.         Matters arising from the Minutes:

4.1        Web Site:

Temporary site at the moment.  It was agreed to include names of committee and area represented.  Community Councils can also register on the Community Councils web page free of charge.  This would be looked into

4.2        Ulva Ferry School House:

Still not occupied.  Housing Association has the right to reclaim a house.  Action: Letter to Housing Association to act immediately

4.3        20 mph Speed Limit-Tobermory Area:

E-mail received from Kaz Rigby.  Signs not erected, not received.  Order has not yet been issued by Argyll and Bute Council.

4.4        Dervaig Road Signs:

No response received from Neil Brown, Argyll and Bute Council

4.5        Bunessan Cemetery:

Linda Cameron sent letter, awaiting reply

4.6   Passing Place Leaflets:

E-mail received from Ian Fox, CalMac.  Will investigate and endeavour to have the sign and leaflet holder rehung as soon as possible.

4.7        Tunnock’s 2005 Tour of Mull Rally:

PC Young reported a few alcohol related problems on the Saturday night, but successful event and went well.  Linda Cameron attended reception, representing Mull Community Council.  Event hosted by Argyll and Bute Council at Western Isles Hotel, Tobermory.


 

 

4.8        West Ardhu and Langamull Woodlands:

Tony Proud agreed to contact Colin Morrison to see if action still required from Community Council

4.9        Clydesdale Bank:

Responses received from George Lyon MSP, Jamie McGrigor MSP, Royal Bank of Scotland and Bank of Scotland.  Bank of Scotland currently reviewing the service with possibility of increasing it.  Royal Bank of Scotland will bear in mind our request when van routes are reviewed

4.10CalMac:

Families with two cars may have to wait until April 2006 for a decision.  Barrier has been taken away.  Tickets still being checked.  Have to have a separate ticket for a trailer and car, but not for a livestock trailer.  6, 10 and 30 journey tickets are available on other islands, why not Mull.  Problems with overbooking on the 4 pm ferry.  It was requested that there should be a 6 pm ferry every night of the year especially during the winter.  Ronnie Campbell agreed to raise at the Ferry Committee meeting.

4.11      Progressive Care Centre:

Response received.  Board of Directors met and have decided to invite Linda Cameron to become a Director of the PCC.  All agreed that Linda Cameron should still represent Mull Community Council on the Board.  People very concerned about the uncertainty of the project.  Hopefully meetings to be held during early/middle November, Tobermory, Craignure and Bunessan to inform public on plans.  Clarification needed on the closure of Dun Aros (will it remain open until new PCC built).  Letter to NHS requesting specific date for closure

4.12      Pennyghael Community Centre:

E-mail received from Ian Schofield, members informed of the content.  Letter of support from Mull Community Council would be sent

4.13      Tobermory School

E-mail received from Headteacher, members informed of the content.  As the school role has increased, it was suggested that a “Lollipop” person could be employed.  Letter to Neil Brown requesting the situation be looked at when all parking arrangements in Tobermory are reviewed

4.14      Dog Fouling-Tobermory:

Letter received from George McQueen, Argyll and Bute Council, stating not Council policy to put up dog fouling bins any longer, but signs could be put on litterbins, these can be used if dog waste is properly contained.  Requested that the Environment Warden could monitor the situation

 

5.         Police Matters:

Leading up and during the Festive season a safety campaign will be introduced with more patrols in operation.  Paul Forster asked question regarding Falcon speed gun.  PC Young would speak to Sgt. Iain Erskine

 

6.         Any other correspondence received:

6.1        Community Councils AGM:

19th November at Pitlochry, no-one able to go

6.2    SEPA Magazine:

Tribute to Alice Lambert reported in September/October edition.  Linda read out.  Also new water controls are on the way, but not known if would affect private household supplies

6.3    Hebridean Partnership:

E-mail received from Mark Carter requesting update on the Partnerships activities as he would be on the island.  May re-invite at a later stage.  An article had also appeared in the Press and Journal with comments from Kirsty Macleod, Spean Bridge regarding Marine National Parks

6.5        E-Mail received from David Woodhouse, representing MICT:

Wanting to set up meeting with a Community Council representative, West Highland Housing Association and MICT.  Linda Cameron not happy with request, e-mailed Gregor Cameron from the Housing Association and he will now be attending 9th November meeting of Mull Community Council


 

 

7.         Paul Forster:

7.1   Renewable Energy Forum:

Meetings put on hold until 2/3 members of the Forum have met with George Lyon MSP to discuss options for funding on all forms of renewable energy and energy savings.  Individuals approach too expensive.  It was suggested that the Scottish Parliament should make Mull a test case for domestic wind turbines, solar power and wood chip.  Attendance at the recent roadshow disappointing, 28 Bunessan, 15 Craignure

7.2        MICT Update:

Conference and AGM will be held 3rd November 10.30 am – 4.30 pm, Craignure Hall, with presentations by various organisations.  Time not convenient for people who work.  Concern was expressed about the cross-action regarding West Highland Housing Association, Archipelago Forum and Argyll and Bute roads.  Re roads: now a sub-group formed, which were elected at public meeting.  Members expressed the view that MICT should be supporting the “Keep Mull Moving” campaign.  Paul Forster would take the concerns raised to the next meeting of MICT.  He also agreed to attend the AGM and report back at the next meeting

 

8.         Redrawing NHS Boundaries in Argyll and Clyde:

Meetings held 10th October, Craignure.  Workshop in the afternoon, only 2 attended.  25 attended the evening session.  Fiona Brown attended on behalf on the Mull Community Council and gave feedback.  Concerns expressed about losing Oban hospital and links to Glasgow.  Assured that Oban hospital was under no threat and that links to Glasgow and Paisley hospitals would be maintained.  The three options being realistically considered all put Mull into NHS Highland.  Option 2 could be the best option as this took off the main urban area of Inverclyde and Helensburgh.  It was agreed by members of Mull Community Council that Option 2 would be best for Mull.  Members of the public have until 4th November to register their vote.   Linda Cameron thanked Fiona Brown for attending.

 

9.         Archipelago Forum:

Agreed to attend a future meeting.  No mention of fish farms needs debate.

 

10.        Finance Report:

Closing Balance: £2,481.01

 

11.        Housing Matters:

11.1      Torloisk Estate (Housing Repair Programme):

Letter received from DM MacKinnon Estates Limited, asking for support with view to letting refurbished houses on Short Assured Tenancies to local families.  Agreed that a letter be sent

 

12.        Roads and Transport:

12.1                  Telephone lines beside roads:

Telephone cable must be put down a certain depth.  Letter to BT requesting that they bury the cables

12.2                  Lochbuie, Dervaig and Pennyghael areas:

Potholes bad in these areas, with some stretches impassable.  Letter to Neil Brown, Argyll and Bute Council

 

13.        “Keep Mull Moving” Campaign:

Linda Cameron gave an update:

Last meeting 7th October, Duart Castle.  Jim Mather MSP, Councillor Duncan MacIntyre, Stewart Turner and Neil Brown, Argyll and Bute Council attended.  Almost 3,000 have signed the petition.  Letter of support received from Holiday Mull.  Group advised to put the trip to Edinburgh on hold until the Impact Study has been carried out.  15 consultants pulled out of the first round, out to tender again.  The use of a tarring plant being explored by Argyll and Bute Council and using local material.  Donations are being received from local residents and businesses.  Much appreciated.  MICT unable to help with funding. 

Meeting of HiTrans Strategic Policy Committee met on 14th October in Oban, Linda Dawson handed in letter to Charlie King, Chairman, on behalf of the campaign group.  Argyll and Bute Council are working with the Keep Mull Moving group as are MP and MSP’s

 

14.        Local Reports from Community Councillors:

14.1      Hazel Yule-Tobermory:

Requested that a Code of Conduct be prepared for members of the public who wish to attend Community Council meetings.  The Code of Conduct is already set out within the Standing Orders for the Operation of Community Councils within Argyll and Bute and Community Councillors should be aware.

14.2 Paul Forster-Salen:

Forestry Commission using a pecker machine from 8.30 am – 7.30 pm and weekends since June.  Noise affects all in the village.  Residents not informed beforehand.  Paul to write letter on behalf of the residents.

14.3      Jim Corbett-Lochbuie:

Requested that gravestones at Balure be reseated.  It was noted that this work has already started in other areas around the island.

 

15.        Letter handed from Hazel Yule-Tobermory rep to Chair:

As previously agreed Mull Community Council cannot, in the main, be involved in domestic disputes, but all Community Councillors should act responsibly, given their position within the Community.
