Mull Community Council

Minutes of meeting held on Wednesday 12th November 2008 at 7.30pm

Present          Linda Cameron (Chair), Fiona Brown (Pennyghael/Tiroran), Ronnie Campbell (Bunessan), Ian Young (Police), Paul Forster (Salen), Bert Leitch (Ulva Ferry), Tony Proud (Dervaig, Treasurer), Adrian Fitness (Craignure), Fiona Capper (Minutes)

The Chair stated that the meeting would be kept to a strict duration of 2hrs.

1          Apologies

2          Police Matters

The police reported that they are collating information regarding the drugs situation in Tobermory, and they will be increasing their presence in the Tobermory High School.

As Christmas approaches the police will increase monitoring for speeding and drink driving

3          Minutes of the meeting held on 8th October 2008

3.01        No changes were required. The minutes were proposed by Tony Proud and seconded by Bert Leitch.

Date for next meeting is Monday 17th November 2008 at 7.30pm Craignure Hall.

11.08 Unattended swimming

This is set at 12yrs as there is no pool side attendant.

3.03        Correspondence Received

Argyll & Bute - Park and Open Spaces Customer satisfaction survey. Responses to be submitted from Dervaig (Tony Proud), Ross of Mull (Linda Cameron) and Tobermory.

Argyll & Bute - Recycling improvements. Chair noted that in Argyll & Bute public document pack a decision to approve fortnightly domestic waste bin uplifts would be starting for Mull & Iona & we would be given blue bins for glass and given “survival sacks” for plastic bottles and cans.  A free home compost bin and a free bulky uplift of fridges, cookers, T.V.’s  rgyll & Bute public document pack a decision to approve fortnightly domestic waste bin uplifts would be sat four advertised dates through the year.

MCC has received no direct information on this and further information is needed about the collections and when they start.                                                                                      Cllrs

Community Health Partnership – Next meeting 13th November 2008 Corran Halls. Oban

Mull & Iona Community Trust – There is a MICT directors position available for a community councillor representative. (No-one present at the meeting wished to stand)

Community Council Boundaries – MCC copied on email regarding the proposed restructuring of the boundaries, also stating council elections will be delayed next year.  Community Council has also received no information from Argyll & Bute or local Councillors.

Working Together meeting – 17th November at Craignure.  Steering group to carry forward 20yr plan for Mull & Iona.

Lochbuie Post Office – MCC received notification of temporary closure.

Inshore Fishery Group – Information from Sarah Cunningham regarding the next meeting on Thursday 18th December, Lochaline Hotel 12 – 3.30pm. As Adrian Fitness is stepping down on this committee and a new representative is required.

Mull Renewables – Joining with other community groups to find an “energy efficiency champion” for Mull & Iona for the next three years.  An expo is being organised for 24th February 2009 at Craignure Hall from 11 – 4.30pm

Scottish Parliament – Climate change questionnaire to be completed.                 Chair/sec

4          Housing and Development & P.C.C

Housing and Development - Following the Working Together Strategy meeting, will review and arrange time to ask for Argyll & Bute Chief Executive to visit.

Progressive Care Centre - There is a meeting scheduled for the 11th December in Oban with all the partners to agree funding.  Funding with the partners needs to be agreed before the local Road show meetings can be arranged.  Letter to be sent to Scottish Water confirming their position.           Chair/sec

5          Cal-Mac

The smaller link span at Craignure has had problems during the high winds and for safety reasons both the link spans have been closed.  Passengers are using the car deck to board the ferries once again.

The work on the Iona slipway has been delayed again until 6th December 2008.

6          Mail Deliveries

For the month of December there will be a trial run and incoming mail will be delivered on the first ferry sailing of the day.

7          MICT report

No representative present.

8          Roads and Transport

There is a new department within Oban Council responsible that contractors are accountable for the state of the road following necessary road maintenance,

Keep Mull Moving – Need to raise the profile of this group.  More group members required.  Meeting requested with Neil Brown and relevant parties to discuss the new proposed weight restrictions island wide and to consider submitting a petition to Parliament.

10.1    Tobermory Public Toilets – Public meeting on 20th November, Aros Hall

10.2    Community Engagement Meeting – Next meeting, 12th December 2008 Oban

10.3    Councillors – Lack of Councillors attendance was noted and request is made for councillors to provide a written report if unable to attend

10.4    Association of Community Councillors – Response to letter sent to HiTrans

10.5    Area Reports

Fiona Brown (Pennyghael/Tiroran)

Fiona to raise PCC at the next Public Partnership Forum.

Concern about doctors needing to meet ambulance.

Ronnie Campbell (Bunessan)

During heavy rainfall there is excess water on the road at Fountainhead taking the gravel down to the road junction, drainage needs to be reviewed.

Section of the road at Pennyghael wearing away at the edge and requires attention.

Paul Forster (Salen)

Paul Forster will be standing down (as leaving he island). A new representative is required for Salen from January.

Bert Leitch (Ulva Ferry)

During heavy rainfall ditches are unable to cope with excess water and the roads are flooding making driving dangerous.

Adrian Fitness (Craignure)

Adrian Fitness will be standing down as Craignure representative handed in letter of resignation.  A new Craignure representative is required from January.

Linda Cameron (Finnophort)

The Chair contracted builder regarding the bus shelter in Bunessan, not altogether blameless for delay, now a different design in place and quoted for following site meeting.  Awaiting go ahead from Argyll & Bute Council

Due to illness of our secretary, I would like to thank Fiona Capper for standing in and taking minutes for this meeting and getting them ready for our local papers.

11      Time and date of next meeting

The meeting ended at 9.35pm.  The next meeting will be held at 7.30pm, Wednesday 10th December 2008 at the Craignure Hall.

Note from the Chair – Another year is coming to an end – where do they go?  At the Community Council we have dealt with more planning problems than ever before since I joined the Community Council, and roads … well everyone talks about them – getting a solution goes on and on! I might not be the right person for this, but who is?  Hopefully 2009 will bring health to all which will in turn give strength to the island and its needs for the future.
