2. Change to the Agenda
Gregor Cameron of West Highland Housing
Association sent apologies, would attend the December meeting
3. Andy Knight, TSL was welcomed:
Attended to inform members about the proposed
planning application for land adjacent to the Old Quarry site at
Torosay for industrial units. It is hoped part of the area will be
used for office space, haulage and storage distribution for part of
their own business. Argyll and Bute Council are happy for TSL to go
ahead with the proposals. Argyll and the Islands Enterprise (AIE)
have offered their support. Expressions of interest already
received to for rental of the sites, following an advert placed in
Round and About and Am Muileach. TSL currently employ 48 people, 26
locally 22 on mainland, infra-structure needed to support new
projects. Units will be rented out in line with current rates,
possibly on a long lease could be a maximum of 50 people on the site
undertaking different activities. Water Supply: as long as TSL can
demonstrate a reduced usage of water Scottish Water is happy for the
project to go ahead, with some form of agreement would be included
within the lease. A water catchment area to be placed at the back
of the property. Re-action received from people positive. It is
hoped to submit the planning application before Christmas 2005.
Andy Knight would like to receive support from Mull Community

4. Minutes and matters arising from the
Meeting held Wednesday 26th October 2005:
4.1 Clydesdale Bank:
After more discussion, Chair brought this matter
to a close, reading final letter from The Scottish Executive
4.2 Web Site:
All agreed to personal information being
included.

Tony would also discuss the web site with Alan
Parker
4.3 Ulva Ferry School House:
Telephone call received from Roderick Buchanan,
West Highland Housing Association. Problem should have now been
resolved.
4.4 20 mph Speed Limit-Tobermory Area:
Signs not yet
erected.
Follow up letter to Kaz Rigby
4.5 Bunessan Cemetery:
Chair received letter regarding the fencing,
Sandra Duncan in Bunessan soon and would report back

Passing Place Leaflets:
More leaflets in place and new site still being
looked at on the ferry
5.8 West Ardhu and Langamull Woodlands:
Linda Cameron spoken to Colin Morrison, no more
action required
5.10CalMac:
Ronnie Campbell gave feedback from the Ferry
Committee meeting:
The current ticket system may be changing to a
“Smart Card.” Consideration being given to 6, 10 and 30 journey
tickets with a discount. Multi-journey tickets are non-refundable.
Stricter checks will be made on vehicles. Councillor MacDougall
reported that food on the Isle of Mull not as good as other
ferries. Chief Steward will be attending the next Ferry Committee
meeting. Lochaline ferry runs on a Sunday, two trips to timetable
with two requests. Lord of the Isles to be extended, will not be
able to visit Tobermory. When the new linkspan completed, may be
extra ferries. Barrier placed at the entrance to the pier, with a
chain going up the middle of the tunnel, making it two-way. This is
a Health and Safety issue, particularly if a problem occurs in the

5.11 Progressive Care Centre:
Linda Cameron unable to attend meeting in Oban.
Public meeting dates have been arranged for January in Craignure,
Tobermory and Bunessan. Will hopefully have more information for
December meeting.
5.12 Pennyghael Community Centre:
Copy of correspondence to be sent to Fiona Brown,
Ian Schofield and Councillor MacDougall
These were approved as an accurate record,
proposed by Tony Proud, seconded by Jim Corbett.
9. Archipelago Forum:
All agreed that the forum should talk to Mull
Community Council in the first instance

6.1 Scottish Parliament Outreach Group:
E-mail received. Meeting 11th
November Aros Hall, Tobermory 7-9 pm. MSP’s would be attending.
6.2 NHS PIN Network Day
Meeting 10.30 am – 3.30 pm Swallow Argyll Hotel,
Inveraray 5th December 2005. No-one able to go, request
to be kept informed.
6.3 The Nadair Trust:
Enterprising Communities Event 22/23rd
November, Corran Halls, Oban
6.4 Torosay and Kinlochspelve Church of
Scotland:
Letter received from Community Council rep for
Craignure/Lochdon from the Chairperson of the Congregational Board
re: cars parking and being parked permanently on property belonging
to the church. Community Council is aware of problem, but other
departments are dealing with this matter at present.
6.5 Grasspoint Road:
Craignure/Lochdon rep received e-mail re: gate
placed across the road near the Ferry House. As far as Community
Council aware if road being maintained and receiving services this
is still classed as a public
road.

6.6 Redrawing NHS Boundaries in Argyll and
Clyde Public Consultation:
Letter received. Public consultation open until
11th November 2005.
7. Paul Forster gave update from the
MICT AGM:
Successful day, presentations given by:
Marine National Park:
the whole of Scotland being considered. Unless
there is local support, project would not go ahead.
West Highland Housing Association:
Update given. Would be attending next Community
Council meeting
Archipelago Forum:
update given
Argyll and Bute Council:
: £35 million backlog of work in Argyll,
£18 million backlog on Mull; figures represent a powerful argument
for “Keep Mull Moving”. Encouragement was given for KMM campaign.
Discussion-Island Groups:
Many different groups on the island and confusion
over Mull Community Council and Mull and Iona Community Trust.
Members from MCC are elected volunteers from all round different
areas of the island representing islanders. MICT is run by a Board
of Directors with paid staff, at present many issues being
duplicated which causes more confusion. Bunessan rep. Raised
article in Round and About-Federation of Small Business regarding
taking up the roads problem on Mull. This is already being dealt
with by a sub-group of the MCC, also an elected body from public
meeting held in May at Craignure called “Keep Mull Moving.” After
complaints, Chair dealt with the above problem and will update the
sub-group. Some members feel disheartened and undermined.
Paul Forster would take concerns to next meeting
of MICT 14th November. Report back at the next MCC
meeting
Discussion-Local Press:
Am Muileach has supported Mull Community Council
for over 25 years, Round and About had in the past refused to print
minutes, but as local people have asked to see minutes in R&A, would
speak to Ian Schofield again. Oban Times will only print an edited
version, agreed this was not a good idea at present.
Community Council representative:
E-mail received from James Hilder. All agreed
MICT representative would be Paul Forster, who agreed to continue.
Letter would be sent confirming and requesting minutes
7.2 Hebridean Partnership:
Next consultation meeting in Inverness. Request
from Tobermory representative regarding meeting. Agreed should be a
public meeting on Mull, with any proposals put forward by interested
parties on Marine environment. Send information gathered during
January/ February before the consultation period ends April/May
2006. Members to get names of organisations and people who
wish to attend or speak at public meeting. Send to Linda Dawson.
8. Finance Report:
Closing Balance: £2,312.87
9. Housing Matters:
9.1 LC-West
Highland Housing Association: hope to acquire land at Bunessan,
Craignure, Salen and Dervaig. Dervaig might be a problem. This
would be a mixture of rented and low cost ownership housing. More
information at our next meeting.
9.2 Java Houses, Craignure:
Difficulties with access, due to large number of
vehicles. Request that white lines be painted within the parking
bays. Letter to Neil Brown, Argyll and Bute Council
10. Roads and Transport:
E-mail sent to Councillor MacDougall on new
funding for rural roads. Agreed to send copy to Linda Dawson
10.1 Salen to Craignure Road:
Gravel left on the road. Flood signs still
remain; request that the drains are cleaned. Request Kaz
Rigby to organise
10.2 Pennyghael and Carsaig Road:
Large potholes approaching the bridge at
Pennyghael. Road to Carsaig in a disgraceful state and requires
urgent
attention.

10.3 Tobermory:
Tony Proud produced information from Argyll and
Bute’s web site re: Proposals by Argyll and Bute Council to
introduce parking charges at Ledaig Car Park. To date no letter
received by Mull Community Council. This will go to public
consultation by the end of November.
11. “Keep Mull Moving” Campaign:
No meeting since 7th October. Waiting
to hear from Stewart Turner, Argyll and Bute Council on Economic
Impact Assessment. Hope to hold KMM meeting during December.
12. Local Reports from Community
Councillors:

Requested whether funding available for play
parks. Councillor MacDougall would look into for the next
meeting.
