Minutes of the Mull Community Council (MCC) Meeting held on
Wednesday 14th May 2008

Matters:
No
police representative was present – Sgt. Iain Erskine has now
retired.

Cameron suggested that the former “Quick Response Team”, which no
longer
appears to be in operation, should be
resurrected.

2.01
School Parking – A letter from the head teacher was read out
explaining how
the
policy for collecting school children had been developed in
conjunction with the
Safety
Officer and that the proposed changes would not improve the
situation. It
was
agreed that the suggestion of the creation of a bus parking lane
should be
supported by MCC and that the head teacher would be invited to
attend a MCC
meeting.

Pennyghael Housing
– The letter complaining of the disregard of the MCC
comments regarding the application has been drafted and will be sent
only to the
planning committee, not the Scottish
Executive.

It was reaffirmed that MCC were in
support of necessary affordable housing and that each planning
application should be assessed on its merits.

An objection to the proposal to advertise planning and public
notices only
online
is to be sent to Argyll & Bute
Council.

5.03
Ronnie Campbell provided a report of the meeting of
19th April 2008, at
which
a possible discount for Mull ferry fares was discussed (to run for a
trial
period
in line with the Western Isles RET). 50 representatives of the
various
islands made strong representation for the case, including that
existing
fare
concessions should not be lost. Nothing has yet been heard of the
outcome.
7.0
A letter from Royal Mail was read out by Tony Proud, which stated
that,
despite the petitions and other
correspondence objecting to the current state of
mail deliveries, they will not change
their current policy. A phone call from
Postwatch has also confirmed that they
are unable to take the matter any further.
A copy of the Royal Mail response is to
be sent to the MSP, and letters of objection
are now to be
written. .

The potential of postal deliveries only
being made on 5 days a week (not
Saturdays) was also mentioned.
12.03
Bunessan School Cycleway – Ronnie Campbell reported that he
had
contacted the roads department to notify them of the reasons why the
proposed
road
closure should not be implemented. An e-mail report from Cllr.
Chalmers was
read
out, which stated that it is planned to close the roadway with
removable bollards
by
Parliamentary Order and that the local community should have the
chance to
object. The situation is to be monitored.

Adrian Fitness reported that the tarmac company have contacted
Argyll
& Bute
Council renewing their offer of provision of a tarmac plant (which
already
has
planning permission). Adrian Fitness is to monitor the

Housing & Development:
5.01
Notification has been received from West Highland Housing
Association
that a
series of meetings are to be held to reassess housing needs. Gregor
Cameron has left WHHA, although official notification has not been
received.
5.02
Following discussion during the AGM, and subsequent to the meeting
arranged
by
Cllr. Devon, it was agreed that the preparation of a MCC policy on
the way
forward for Mull would be discussed at subsequent meetings.

Cal-Mac:
The
ferry committee AGM is to be held in Craignure Hall at 7.30pm on 19th
May 2008.

Deliveries:
Covered under item 4.0.

MICT Report:
No
representative present.

Mull
Renewables:
Correspondence from Tim Capper (MR Chairperson) was read out. It
was agreed
to pay
the outstanding costs of the group and then transfer the balance of
the original
REF
funding (less a handling charge) to MICT.

Holiday Mull:
A
letter from the Chair of Holiday Mull in support of the appointment
of a
development officer for Mull (as discussed at Cllr. Devon’s meeting)
was read out.

& Transport:
12.01
Keep Mull Moving – A meeting of the group is to be arranged shortly.
12.02
Tony Proud reported that it had been confirmed that funding for
expenses
and
provision of a Power Point projector and training were not
available.

13.01
Following the suggestion by Bert Leitch during the
AGM that the young
people
of Mull should be represented on MCC, Andrea MacPhail agreed to
approach the Student Council at Tobermory High
School. Andrea

The Craignure Hall key holder has moved. Adrian Fitness agreed to
make
contact to investigate easy access to a key for MCC
meetings. Adrian Fitness
13.03
Linda
Cameron reported that the Progressive Care Centre project is
awaiting confirmation of funding by Argyll & Bute Council. A
meeting is
to be
held on 16th May 2008.
13.04
A
presentation on the need for low flying will be given by the
RAF
Community Relations Officer for Scotland to the July MCC meeting.
13.05
The
new Fire & Rescue Station Commander is to be given a list of
MCC
meeting dates to enable him to attend and introduce himself.
13.06
The opportunity for entering Mull into the Calor Village of the Year
Awards
is to be investigated.

NHS consultation forms, which were sent to MCC relating to mental
health
treatment, are to be passed to the surgeries in Tobermory and Salen
for expert comment.
