Police Matters:
Damage
reported to vehicles in Tobermory during day and night. Suggestion
put forward that CCTV cameras be installed in Main Street. Letter

These were

Councillor
MacDougall informed meeting, no money available to open. Letters to
Argyll and Bute Council and Visit Scotland would be followed up
again

Planning will
now hopefully go ahead, letter of thanks received
Mishnish
Hotel, Tobermory:
E-mail
received from Ken MacDonald, Argyll and Bute Council stating:
“I have
passed the CC letter to the Area Team Leader, Planning. The
procedure is that the planning officer includes these comments in
his/her deliberations. If the matter comes before the Area
Committee for consideration the planning report will make it clear
that the CC supports the application. I am happy to pass copies of
the letter to each of the members of the committee, but it would be
wholly inappropriate to raise, and have minuted, the CCs concerns at
any committee meeting prior to that at which the application is to
be considered.”
Planning
Applications (On island):
Discussed
again. Agreed to support people whose planning applications had
been turned down, but treat each case individually. Chair would
have the casting vote. If any member of the Community Council
having planning issues, they would be exempt from voting and asked
to leave the room.
Saturday
Evening Ferry:
No response
received. Secretary would chase
again

Tobermory
Harbour Association:
Plans have
been completed, project on target, completion 2007.
Proposed
Site for Travelling People (Fishnish Area):
Chair
received telephone call from member of the public, regarding the
area proposed, popular walking route for locals and visitors.
Following discussion, Community Council cannot fully support
proposal and definitely do not support a skip being placed on
proposed site as site would not be official. MCC also feel the
Forestry Commission, if proposal goes ahead, should take total
responsibility for the upkeep of the site. Letter to Stuart

Chair
contacted Brenda Douglas, minutes received in proper format. Noted
that last edition will be October 2006, unless someone can take
over. Bert Leitch agreed to speak to Brenda Douglas

Millbrae,

Housing
Officer will visit to assess situation. If no decision reached,
couple become homeless. At present on housing list, but currently
none available. Councillor MacDougall dealing with, but suggested a
letter, supporting the couple, be sent to Housing Manager, Oban

Scottish
Water:
Forward
programme should cope with new build in the future. New investment
programme should be introduced 2007/08; Councillor MacDougall stated
Mull should be included. Chair would like this confirmed. Letter
to Scottish Water make sure Mull is
included.

Iona
Ferry:
Due to
reduced passenger numbers, people missing ferries. Adequate service
not provided. Person now employed in ticket office at Fionnphort,
extra staff also employed at Oban, but no additional ferries put
on. Cal Mac has reported a drop in passengers to Iona. Charges for
school buses have doubled in price with no reduction for school
children. There seems to be no cohesion or flexibility by Cal Mac;
residents and visitors need to make constructive views known to
either MCC or CalMac.

Draft Scottish Forestry Strategy 2006:
Response to
the 2nd Consultation required by 29th May
2006.

4.2
Big Art Project:
Article sent
to Chair for attention. Mull Community Council had not been aware
of this, although project supposed to have involved the Island
community. The article claims the Community Trust runs
Mull-Forestry Commission and Mull residents have been really
enthusiastic. The project claimed it could also bring the whole
island together. MCC thought article misleading, letter to be sent
to Visual Arts Officer

Biodiversity Conference:
Chair read
out information from flyer leaflet received. Spelling mistakes
dreadful, who approved leaflet?
Hopefully
answered at conference 31st May.

Taxi Rank at Craignure:
E-mail
received from Mull and Iona Taxi. Bollards have been erected,
blocking access which was used as taxi area and now no designated
point. Suggestions: that one disabled bay could be changed to a
taxi stance, do the buses need all three lanes, could one be used
for taxis and private vehicles for pick up and drop off only. (No
all day parking) Letter to Neil Brown, Argyll and Bute
Council

Ambulance in Tobermory:
Chair
received letter from local resident due to no acknowledgement
received from Councillor MacDougall. If no personnel or paramedic
available ambulance cannot operate from certain areas of the
island. Fire and Rescue Service could be an option for Tobermory as
all fire-fighters are taught to use relevant equipment for any
emergency situation that arises. Craignure Fire Brigade
member/Community Councillor will clarify and report back to MCC.

Roads and Transport:
6.1
New Road from Tobermory to Salen:
Drawings and
route been seen by Mull Chamber of Commerce, MCC no information
received. Letter to Chamber of Commerce to
clarify

6.2
Keep Mull Moving:
Chair really
disappointed still no response from Consultants and still in draft
form. Final draft should be available end of May, but have doubts.
Chair thinks more pressure needed to get moving again.
6.3 Progressive Care Centre:
Residents in
Java concerned about proposed new access set out (different from
original plans shown). Only residents living in Java place
consulted, not Java houses. The proposals will affect everyone in
Java. Children play in the area, parking already a major problem,
bell mouth coming right round into Java, double track road with a
dangerous corner. Copy of new plan shown to committee. A year or
more ago, plans sent out to people in Java, no objections raised to
original plan. Residents do not want to stop the PCC project going
ahead, but why did PCC group (or some members) not hold a meeting
with Java people to consult regarding new plans. Liaison required
between the two groups. Chair agreed to contact PCC Chair
expressing concerns.

7.1
Steve Barlow, Tobermory:
Forestry land
ground may be made available to operate a Mull motor cycle club for
youngsters. Adult supervision to be provided
7.2
Councillor MacDougall:
Resurfacing
work on Craignure-Salen road, traffic lights in operation. Noted:
presentation by Trans Serve given to Argyll and Bute Council.
During the recent storm two houses on Western Road flooded again,
three times in past ten years. Argyll and Bute Council have a Flood
Prevention Budget, letter to Neil Brown to support these
residents.

Tony Proud, Dervaig:
Proposed
Land and Marine Park-Consultation:
Public
consultation through Mull Community Council suggested, but no
written request to date. Also should involve National Referendum
Society. Tony Proud looking into sources of funding

Marquee:
Repair costs
approximately £200, including transport. 2 bookings received for
July. Hire charges have been increased to £226.00 marquee, £69
floor.

Bert Leitch-Ulva Ferry:
Concerns
expressed that the roads infra-structure and proposed weight
restrictions and Cal Mac is disadvantaging the economic future of
the island. This is having a detrimental affect on the local and
business community. Chair hopes some of the above would be included
as part of the Economic Impact Assessment. Tolls taken off Skye
Bridge, why not some incentive for Mull.
