MINUTES OF THE MULL COMMUNITY COUNCIL MEETING
HELD ON WEDNESDAY 15th MARCH 2006

2. Aros Park,
Tobermory
Chair welcomed
Stuart Maidment, Forestry Commission Scotland. Outlined
suggestions/ideas for improving/upgrading the grass area within Aros
Park, (on a two year timescale) where a house used to be sited.
Area is not good under foot. SNH have looked at the site and a
representative from Historic Scotland has visited. The area has not
been declared a scheduled monument. Area is approximately 100
hectares

3. Police
Matters:
Letter received
from Strathclyde Police. Changes made to the call handling
arrangements, now go through to Govan and Motherwell. These centres
will be the first point of contact for the public.
4.
Minutes and matters arising from the Meeting held Wednesday 8th
February 2006:
4.1 West
Highland Housing Association:
Following letter
sent from Chair, MCC to support Aros Park development Salen, further
response received from residents regarding houses being sold off for
large profit or rented out as holiday homes. West Highland Housing
Association has agreed to work with the residents in the area.
Houses built should be at an affordable price to enable youngsters
to obtain property. Houses at Ulva Ferry and Lochdon have been
repaired with a thirty year life span
4.2 Web
Site and Minutes:
Committee CV’s
now on the web site. Chair thanked Tony Proud for work undertaken
and Alan Parker for setting up. Mull Community Council minutes can
now be seen on the web at:

4.3 Better
Neighbourhood Services:
Councillor
MacDougall had been aware of the financial situation. Better
Neighbourhood Services coming to an end, but more funding has been
made available called Quality of Life Fund. Not all lunch clubs on
the island are supported in the same way. The van, taking elderly
residents to doctor, dentist and chiropodist etc. funded for a
further year.

Parking Proposals, Tobermory sub-group:

reported group awaiting formal response from Andrew Law, Neil Brown,
Argyll and Bute Council
4.5 Ditches on
Craignure-Salen road:
Response received
from Neil Brown, Argyll and Bute Council stating: “Back to old
problem of resources. Kaz Rigby has had some work done on offlets
in between other matters. Will consider more drainage works in the
new financial year, if needed”
4.6
Transport Strategy:
Item included:
Ø More cycle
routes. Leaflet required for cycle users when travelling on single
track roads.
This suggestion
put forward to Argyll and Bute Council following correspondence MCC
had to reply to regarding above Strategy. Telephone call received
from Tobermory resident, stating there is already a cycle group in
Tobermory. Community Council aware of cycle group on the island.

New point will be
installed at Baliscate for Tobermory
4.8 Renewable
Energy Forum:
Meeting will be
called when Paul Forster, Chair of group has met with George Lyon
MSP
4.9 Dog
Fouling:
Agreed that
notice displayed in Round and About and Am Muileach would be sent to
Oban Times Action: LD
4.10
Fuel Prices:
Letters sent to
MSP’s, responses received. Concerns have been raised with
Chancellor Gordon Brown and Tavish Scott MSP, Minister for
Transport, asking them to consider a varied pricing structure for
rural areas. Ronnie Campbell also agreed to raise at the local
Ferry Committee meeting next week.
4.11 Meeting
Times:
Following
discussion, unanimously carried that meetings would continue as at
present, 7.30 pm in the winter, 8 pm in the summer
4.12 Suidhe
Graveyard, Bunessan:
Materials have
now arrived and delivered to Knockvologan, still waiting to hear
from volunteers
4.13 Progressive
Care Centre:

With the
exception of the following amendment, minutes of the 8th February
2006 meeting approved as an accurate record, proposed by Adrian
Fitness, seconded by Tony Proud
2.3 CalMac:
Should read:
Ronnie Campbell agreed to take comments to the Ferry
Committee.

Correspondence received:
Ø Chair
received invitation to attend Holiday Mull AGM on behalf of Mull
Community Council, 15th March, Torosay Castle
Ø Letter
from Mull Historical Society expressing concerns about possible
damage to archaeological sites on Torloisk Estate. Historic
Scotland, SNH and Forestry Commission, Scotland involved. Work has
already begun on the forestation of the land and feel workforce have
not been given adequate information regarding the sensitivity of the
site. Community understand a survey has been undertaken, no results
received to date.
Ø Letter
received about Argyll and Bute Local Access Forum asking for
recruits. Notices will be displayed in Craignure, Fionnphort and
Tobermory
Ø Mull
Outreach Event, organised by the Scottish Parliament will take place
24th March, Aros Hall, Tobermory 7-9 pm. Letter received from
George Lyon MSP unable to attend event. Attending will be Jim
Mather MSP, Eleanor Scott MSP and Jamie McGrigor MSP. Members would
be attending from the Community Council and Keep Mull Moving
Ø MICT re
Mull and Iona Food Festival. Unable to continue due to lack of
funding. It is hoped that some of the regular community fundraising
events will still continue.

and Transport:
8.1
Entrance to Rockfield Estate, Tobermory and Lochbuie Road:
Deep pot holes
causing damage to vehicles. Contractor’s have a duty to keep the
roads in good condition. Steve Barlow and Jim Corbett agreed to
report to Kaz Rigby. Secretary would also send e-mail to Kaz. Action:

8.2 Tobermory:
Due to increased
charges amusement fair will not be coming to Tobermory. Letter of
concern sent to Oban Times by parking sub-committee
8.3 Parking
Charges Craignure:
Charges have been
implemented at the Craignure toilets car park. Disabled
drivers/passengers who have a blue badge can continue to park at the
back free of charge without time limit. However, the two disabled
spaces at the front of the toilets have a three-hour waiting limit.
8.4 Keep Mull
Moving:
E-mail received from David Melly, SQW
Consultants, requesting information on the Keep Mull Moving group to
be inserted into the report on the Economic Impact

9. Other
issues raised by Councillors:
9.1 Tony
Proud-Marquee:
To repair only
£10-£15 per hour, transport costs extra. Ten iron pegs required at
£10 each. Hiring for functions etc. not many received. Suggestion:
re-proofing and buying a lining. Jim Corbett suggested that MCC
should keep the marquee going as cost to buy a new marquee £11,850.
Repairing and upkeep of marquee should preferably be done in the
winter. Following discussion, agreed to repair and purchase pegs.
Other community groups on island own their own marquee. Following

9.2 Tony
Proud-Dervaig Loo:
Argyll and Bute
Council propose to take away, which is unacceptable. Used from
Easter to October, cleaned daily. Tony has discussed with
Councillor MacDougall, awaiting reply. Chair agreed to raise at
Holiday Mull AGM

9.3 Steve
Barlow-Harbour Association:
Multi-purpose
building should be in use 2007.
9.4 Linda
Cameron:
Ø Following
telephone call, “Unapproved” at top of minutes not correct. Would
now be removed in future, as they have always been approved by Chair
before being sent out to press and committee. Any inaccuracies
would be rectified at the following meeting.
Ø Islanders
who wish more information from minutes, suggest they phone or
contact their local Community Councillor

Oban Times, Chair to contact to include report from Mull Community

received good feedback from people on/off the island.
10. Area

Salen:
Complaints from
residents in Bentalla Crescent, gardens over-run with deer. Bert
Leitch also reported problems with deer at Killiechronan. Jim
Corbett agreed to contact the Forestry Commission in Salen.

Ø Following
power failure in March during very difficult weather conditions,
would like to thank Scottish Hydro workmen for restoring power to
their customers

Ø It is
hoped to have two fast ferries between Oban and Craignure before
year 2010.
10.3 Jim
Corbett, Lochbuie:
Headstones not
yet put back up at Balure Cemetery. Chair reported that Argyll and
Bute Council have started the process and making their way round the
island.
10.4 Linda
Cameron, Fionnphort:
Attended meeting
in Salen Hotel about the proposed Land and Marine National Park.
Hugh Raven had attended. Event organised by NFU members
