MULL COMMUNITY COUNCIL – MINUTES OF MEETING, 8th JUNE, 2010.

Present:  Steve Willis (Vice-Chairman), Fiona Brown, Ronnie Campbell, Jenny Reddaway (Secretary) and Abi Wylde (Guest). The Vice-Chairman extended a warm welcome to Abi and apologised that so few Community Councillors could be present.

Corrections/Approval

Under Item 14.0, it was noted that Susan Campbell would attempt to contact the owner directly, not the complainants. Stewart MacDougall had been omitted from the attendance list.  Subject to these amendments, approval was proposed by Ronnie Campbell and seconded by the Vice-Chairman.

Action Items

Bank signatory – David Graham not present.

Royal Mail presentation  - the relevant December 2007 Minute had been circulated. Cllr Chalmers had emailed a report and the Secretary would circulate it.

Water Issues – an article had been put in R&A and sent to Am Muileach; only one response to date. No feedback on the Water Watch meeting as yet.

MICT Board – Continuing action.

Mull Rally

 

 

Stewart MacDougall had advised the Vice-Chairman when giving his apologies that there was nothing further to report. The Vice-Chairman noted that businesses were being approached to donate to the Rally on a one-off basis.  Fiona Brown queried when the deadline date as discussed in the early stages was?

Mail & Newspaper Deliveries

 

 

Cllr Chalmers had emailed a written report that will be circulated.  Whilst he was not hopeful, he suggested that Alan Reid MP should be approached, now that he is in Government; the Chairman will write.  Fiona Brown felt that, as Royal Mail breaks the rules on Fridays, it should be able to bend the rules to help island residents.

Housing & Development (inc. Planning Applications)

 

 

Fiona Brown reported that the Community Council should be responding to Argyll & Bute Council on all Mull planning applications as to whether there were no objections or otherwise.  This could either be done through Fiona Brown or directly. The Secretary was asked to remind Councillors of this. Fiona Brown had noted that the weekly planning list no longer states where plans may be viewed and this should be checked in the Oban Times.

With regard to the application for a small wind turbine on Inch Kenneth, it was agreed that the Vice Chairman should make contact with locals, including Iain MacFadyen.

The application for three houses in Craignure was noted. The only concern was the water situation.

Fiona Brown drew attention to the meeting with Scottish Water, now arranged for 15th July. It was noted that this would not be a public meeting, although a public event was not ruled out for the future.  Five very senior representatives would be attending and they were aware of the problems.  It was suggested that West Highland Housing Association and island developers should be invited to attend, also Jamie McGrigor, MSP.

The Vice Chairman offered the thanks of the Community Council to Fiona Brown for all the hard work she had put into the issues.

It was noted that water is being tankered onto the island and Scottish Water is working hard to alleviate the problem.

Roads & Transport

 

 

The Vice-Chairman reported that he, Jim Corbett and Rory Forrester had had a helpful meeting with Sandy MacTaggart. The main issue had been weight limits and a sensible way forward, that of self-policing between ourselves and Argyll & Bute Council, had been put forward.  Ronnie Campbell advised that he had been speaking with Jamie McGrigor who had used the opportunity at his discussion with the Minister to raise his strong concerns about Mull’s roads.

Correspondence Received

 

 

The Vice Chairman read out an email from Susan Campbell, thanking members for their card wishing her a speedy recovery from her operation. 

The Vice Chairman advised that he had had a letter from the Bunessan PTA, to which he had responded and further advised that he had forwarded the correspondence on the minibus to Stewart MacDougall.

The Secretary reported receiving a response to the Council’s letter regarding high fuel prices; this had been circulated to Councillors. No response had been received from Brogan Fuels.

An invitation to the Sound of Mull Working Group meeting on 28th June had been received; Rory Forrester was intending to be present.

An email was received from Iain MacDonald regarding the LACPG meeting, with a request for an island representative; this was deferred to the next meeting.

No report. Enquiries were made after Tony Proud’s health and it would appear that he would remain in hospital for some time.

Any Other Business (inc. Area Reports)

 

 

The Chairman had asked about the present situation with Tobermory’s Main Street toilets as this matter is being raised by businesses.  As Cllr Chalmers was unable to be present, this was deferred.  Other points the Chairman asked to be raised (Council signage at the bottom of Eas Brae directing coaches/caravans into Ledaig and the extension of the 30mph speed limit at Baliscate) were also deferred.

 

 

 

 

 

 

Orange posters on driving on single track roads – it was reported that the Traffic Warden had only had around eight of these and that the Police were reported to have more.  The Secretary volunteered to speak to PC MacCuish about this. It was noted that the Calmac/Mull & Iona Ferry Committee leaflets available on the Isle of Mull were in the wrong place, adjacent to the foot passenger exit and not at the head of the stairs leading to the cardeck The Vice-Chairman suggested that it might be a sensible idea if drivers were handed a leaflet when checking in at the kiosk.  It was agreed that a letter should be written to Calmac to enquire whether this would be a possible option.

Fiona Brown advised that she had been contacted by a pensioner who had received a bill for Home Help dated August 2005. The pensioner was concerned that it had taken nearly five years for the error to be noted and that others might be in a similar situation.  It was agreed that a letter be written to Mr Charles Reppke.

The Vice-Chairman raised, on the Chairman’s behalf, the point that Am Muileach was closing down.  This was felt to be a great shame and that a letter would be written to the paper expressing the Community Council’s sorrow and thanking those involved for the support they had given the Council over the years.

Ronnie Campbell thought it unfortunate that there was no Police representative present as he would have liked to learn more about their computer initiative. The Secretary is to invite the Police to each meeting.

Fiona Brown advised that she had attended the Oban, Lorne and the Isles meeting. There had been 69 present, including four from Mull.  There were a number of workshops and issues discussed, including transport and Fiona Brown has raised the issue of the Bunessan minibus.

The next meeting would be held on Tuesday, 13th July, 2010, at 8.00pm.  The Vice-Chairman thanked those present for attending and advised Ms Wylde that she would be invited to attend another meeting.
