Minutes of Mull Community Council (MCC) Meeting held on Wednesday 10th June 2009

Present:  Linda Cameron (Chair), Ronnie Campbell (Bunessan), Jim Corbett (Lochbuie), Bert

Leitch (Ulva Ferry), Tony Proud (Dervaig, Treasurer), Susan Royle (Craignure), PC Ian Young

(Strathclyde Police), John Clare Minute/Correspondence Secretary).

2.0                  Police Matters:    

2.01  PC Ian Young reported that following complaints about use of trail bikes on

beaches in proximity to members of the public, a warning letter had been sent to

those involved.  Anti-social behaviour legislation adequately covers such matters.

2.02  Mull Rally:  Concerns about pre-rally practicing and new Tobermory stage

expressed.  request for these matters to be brought up at the next rally meeting.      PC Young

 

                3.0   Minutes of the meeting held 8th April 2009:

The minutes were proposed by Susan Royle and seconded by Ronnie Campbell.

3.01            Outstanding Action Points:

7.02   Mail Deliveries

Letter sent asking for confirmation of the exact times of mail collection and

transfer on/off island, and for use of the “next collection” time plates.

9.06  Road Maintenance Plan

A maintenance plan is required so that it can be seen what A & B are doing

to at least protect the remaining road infra-structure.                 Cllrs. Devon/Chalmers

Bunessan Cycleway

No response has been received from A & B Council.  Cllr. Chalmers is

monitoring the situation – responses to representations expected

4.07  New-build, Iona:  A response has been sent.                                    

7.03  Access leaflet.  Jim Corbett distributed examples of the leaflet, which

is to be distributed through the normal visitor outlets.

7.07  Recycling Bins:  Bins currently being distributed.  Concerns were

expressed about confusion about usage, including between commercial

and domestic bins, and misuse of communal bins, where some recycling

and rubbish is being left outside in plastic bags.  It was agreed that it

was important to retain the general recycling areas.

7.00  Steve Willis to investigate complaints, etc. re- Salen recycling area

4.0         Correspondence Received:

4.01    Tobermory Forward:  Response to concerns received from Cllr. Chalmers.

4.02    Review of Community Councils:  Comments on latest consultation required

by 26th June (see website).          All Community Councillors to send feedback to Secretary.          All

4.03    National Forest Land Scheme:  Sale of Tiroran woodland not proceeding.

4.04    Water Watch:           Notification of a meeting in Craignure – Very poorly attended.

4.05    NHS Highland Annual Review:  Meeting 30th June.  Survey to be

4.06    Invitation from P A Bain (Headteacher) to Oban High School partnerships

meeting with Jim Mather MSP in attendance. 

4.07    Victims Commission:  Scottish Parliament consultation online for comment

by 1st July.

4.08    Grab Trust:  Will be at summer shows with recycling display.

4.09    A & B Planning Training:  Invitation for 2 representatives on 2 July in Kilmory.

Chair has asked why training is to be carried out pre-elections.  It was agreed to write

requesting planning training for all members of MCC on Mull after next election.        Chair/Sec

4.10    Tobermory Harbour Association:  Open Day 18th June.  Phone call request

for MCC representative (Tony Proud agreed to attend and be on THA committee.    Tony Proud

4.11    Community Engagement Meeting:  Notice of recent meeting received.

4.12    Fireworks Application (Tobermory):  29th June – 5 minute display

during the period from 11.25 to 11.40pm.  No objections provided police

and coastguard satisfied.

4.13    Sound of Mull:  Range of information received.  Isaac Foster providing

maternity leave cover.

4.14    Slaughterman’s Accommodation:  Copied in on letter of support for

consideration for housing received from Glengorm.

4.15    Scottish Advice Service:  Information about learning support.

4.16    Licensing Applications:  Twelve received for premises across Mull – no

objections. 

 

5.0            Cal-Mac:

5.01          Ronnie Campbell reported that he is hopeful of a resolution of problems with

ferry times – Monday and Wednesday 11.00am summer sailings to be cut to enable

6pm sailings to be reinstated.

 

6.0            MICT Report: 

Susan Royle confirmed willingness to represent MCC at meetings and reported -

6.01  Craignure Business Centre:  Building expected to start January 2010.

6.02  Mull Renewables:  Free energy audit of all community and residential

properties available.

6.03  Mull & Iona 2030:  Further meeting hoped for in July – no funding available

at present.

 

7.0            Roads & Transport:

7.01  Road Closure Glenbellart:  The Salen-Dervaig road will be closed from

9.30am to 4.30pm from June to Sept to enable road strengthening.

7.02  Weight Restrictions: Great concern was expressed at the intention to

enforce plated weight restrictions, which will cripple local farming and other

businesses.  Jim Corbett and others have written to Stuart Turner and Sally

Reid at Argyll & Bute Council highlighting the problems.  Representations are

to be made to Jim Matther during his visit to Mull with the NFU.  A minimum

26t. limit is vital for all Mull roads. 

7.03  Keep Mull Moving (KMM): Chair reported working group up and running

with strategic adviser, web master and co-ordinator.  All information regarding

car damage etc. should be reported to KMM, who will be actively seeking data

from garages, etc. to enable a case to be built up.  Sally Reid (A & B Chief

Executive) was invited to come to Mull but unable.  Proposed a meeting with

Stuart Turner and Robert Pollock.  £1.3 million budget inadequate, £30 million+

required.

Chair also confirmed that the original NFU complaint against the restrictions stood.

It was agreed to seek original design specifications of bridges, etc. and to ask

the Road Haulage Association to provide a road engineer to investigate the

7.04            Chair expressed concerns at road damage caused by a road-sweeping

vehicle to the Knockvologan road and questioned the reason for doing it.  It

was reported that the driver had been instructed to fill his time because of a

delay to road surfacing elsewhere on the island.

7.05  Speed Restrictions:  A nationwide assessment of a reduction to 20mph

in residential areas and 50mph on country roads is being carried out.

 

8.0            Councillors Reports:  Cllr Chalmers e-mail report had been received.

 

9.0            Finance Report:

Closing Balance of £ 2,290-90.  Books still being audited.

 

10.0       Any Other Business (including Area Reports from Community Councillors):

10.01  Chair confirmed receipt of a complaint about lack of grass cutting in

graveyards.  Apparently, some graveyards are being cut, others not.  Damage of

monuments in Kilvickeon churchyard by A & B mowers and the theft of a broken

section of graveslab were reported.  Concerns about lack of verge/path cutting

were also expressed.

10.02  Susan Royle (Craignure) – Damaged picnic tables along the front had

been removed and not replaced: Who did they belong to?.  Contacting the

Forestry Commission for replacements was suggested. 

10.03  Ronnie Campbell (Bunessan) – Bunessan burial ground fencing has not been

completed, leaving the site vulnerable to cattle from adjacent fields. 

10.04  Bert Leitch (Ulva Ferry) Requested representation to the Scottish Rural

Development Scheme to cap project funding to allow more communities to benefit. 

Also that benefit be given to island projects.

10.05  Jim Corbett (Lochbuie) – Ardura Brae has been repaired.

10.06  Tony Proud (Dervaig) – Pothole repairs of tar and chips inadequate.

 

11.0      Date of next meeting:  8:00pm Wednesday 8th JULY 2009 at Craignure Hall.
