MINUTES OF THE MULL COMMUNITY COUNCIL
MEETING
HELD ON WEDNESDAY 8TH JUNE 2005

1. Apologies:
None received
A welcome was extended to Mr. Alan
Parker. At a previous meeting, Tony Proud had suggested that a web
site be drawn up for the Mull Community Council. Explanation given
on the benefits:

for the minutes of meetings. Holiday Mull and the Harbour
Association display their minutes on the web

people are looking at the web

be linked with other meetings taking place throughout the island

Parker informed the committee he would be finishing with Holiday
Mull after the next Annual General Meeting

£10 per year to set up, domain name costs £15 per year

Parker agreed to register the domain name, no charge to set up in
the initial stages. Would take 24 hours to register the domain name

Alan Parker thanked the Community
Council for supporting his wood chip project. Wood would be
extracted from the forestry sometime in the summer.
2. Minutes of the May Meeting:
With the exception of the following amendments, these
were approved as an accurate record. Proposed by Fiona Brown and
seconded by Paul Forster
Page 1 Item 2 – Finance Report – the closing balance
should read: £2,048.05
Page 2 Item 8 – Roads and Transport – agreed to
delete the second sentence in bullet point 3
3. Matters Arising:
3.1
Marguee:
Jim Corbett confirmed that the Rugby Club did borrow
the floor, bill will be sent. Bookings received for the floor 20th
and 23rd August
2005.

3.2
Fire Stations:
Following Paul Forster’s query at the
last meeting, Linda Cameron gave background information up to
November 2000. Still awaiting new correspondence from Strathclyde
Fire Service. It was noted that only three serious fires have
occurred in the last thirty years at Ulva Ferry.
4. Local Plan:
Ø
Members of Argyll and Bute Council attended open day
at Craignure 8th June. Notices displayed but no time
advertised. Would not be willing to have another open day. It was
felt that the event had once again been badly handled by the Council
Ø
Deadline 15th July to put in any comments
Ø
A CD is available from the Lochgilphead office

Some changes have been made

No area allocated for the swimming pool, but an area
has been included for the Progressive Care Centre
Ø

5. Local Elections for the Mull
Community Council:

Notices displayed in Argyll and Bute Council office,
Tobermory. Nominations must be sent to the Oban office no later
than 14th June. Forms available from either John Wilson,
Returning Officer or Ken MacDonald, Argyll and Bute Council
6. Correspondence:

Proposed Parking Charges:
Letter received from Neil Brown, Argyll
and Bute Council. Due to timescale, Linda Cameron sent in reply,
informed members of the content
Tobermory:
Not going ahead at the moment
Craignure:
Suggestion put forward for one hour
free parking to collect or drop off passengers. Anyone parking
overnight, charges should be implemented.
Fionnphort:
Charging hours changed from 8-6 to 9-6.
7. Finance Report:
The final accounts were circulated. Tony Proud
thanked for producing the best accounts the Community Council had
seen for a long time. Closing balance in the account
is:
£780.45
8. Renewable Energy Forum:
Paul Forster gave an update

Last meeting held 27th April
Ø
Roadshow will be organised during July or August, one
at Bunessan and Craignure. Companies specialising in renewable
energy would be asked to attend. Discussion followed.
Ø
Noted that the next meeting of the Renewable Energy
Forum is on 29th June
Tony Proud gave information on the Dervaig scheme.
9. Housing Matters:
9.1
Ulva Schoolhouse:
Still standing empty. Letter to the Housing
Association asking when the house will be occupied. Copy to
Councillor Alistair

Family now in residence
10. Roads and Transport:
10.1
Footways at Salen:
Response received from Neil Brown,
Argyll and Bute Council stating: “There is no timescale for funding
of footways in Salen. What I will do is to prepare outline schemes
so that if funding does become available we are able to use it.”
10.2
Bridge at Lochbuie:
3 ton weight limit, road does not go anywhere, no
full scale rebuild required. Three bridges before this need urgent

10.3Accident at Glen Forsa:
Response received from Kaz Rigby
stating, “Warning signs were put up warning drivers of the
dangers.”
11. Public Meeting on Proposed
Weight Restrictions:
Linda Cameron gave a progress report.

Meeting went very well.

Disappointing that nobody attended from Argyll and Bute Council.
Councillor Duncan MacIntyre should have been in attendance.

12. Local Reports from Community
Councillors:

Fiona Brown-
Pennyghael/Tiroran:
Mull Environmentally Sensitive Solutions (MESS)
through MICT have applied for funding under the Increase Programme.
Applying for a grant to create a post for a new project development
co-ordinator, thus allowing Terry Heggarty to pursue a revised remit
focusing on further opportunities for MESS to contribute to waste
diversion through sustaining new forms of employment on Mull and
Iona. MESS would appreciate a letter of support from the Mull
Community Council. All agreed.

Linda Cameron-Fionnphort:

Residents complaining about the dreadful state of the seating in the
kiosk at Fionnphort. Letter to Iain MacKinnon at Argyll and Bute
Council, Tobermory

Complaints received that creels in the village have spread up from
the pier and are now along the verge of the village and it looks
very untidy. Hopefully this will be rectified soon.
