Mull Community Council (MCC) Meeting held on Wednesday 8th
July 2009

Chair opened
the meeting by passing the condolences of the Community Council to
Alistair, Linda and Laura McLaren for the loss of their son and
brother while on duty in Afghanistan.

Police Matters:

Salen street
lighting/traffic calming:
Roads Department to be contacted
for
information. Objectors to additional lighting to write to A & B
Council if
necessary.

Mull Rally:
PC McCuish attended the public meeting. Police and those
attending
(c.20) were happy with this years arrangements.
3.0
Minutes of the meeting held 8th April
2009:

Cal-mac proposals to be clarified.

were proposed by Tony proud and seconded by Susan Royle.
3.01 Outstanding Action Points:
Island tar plant: Cllr.
Devon confirmed that there are two interested parties
and that the
matter is now in the hands of A & B Council top management.
Road
Maintenance Plan:
Confirmed via e-mail that a list is to be sent by
A & B
Council.

Bunessan Cycleway:
Ongoing.
Salen
re-cycling bins:
Steve Willis contacted MESS who are investigating
an
alternative
site.

Community Councils:
Response received from Fiona Brown who
commented
that she understood that in future co-opted community council
members would
not be allowed.
NHS Highland
Annual Review:
Chair completed and sent
survey. A & B Planning
Training: Draft letter prepared. To be sent.

Harbour Association:
Tony Proud has not received notification
of any
subsequent meetings.
Community
Engagement Meeting:
Cllr. Devon confirmed that she was not
present at
the meeting.
4.0 Correspondence Received:
4.01
Licensing Applications:
Three received for Mull premises – no objections.
4.02
Film makers:
Training workshop e-mail received. Sue Royle to respond.
4.03
Argyll Geothermal:
Publicity information received.
4.04
Sound of Mull Working Group:
Next meeting 28th July 2009.
4.05
Weight/Length restrictions:
Acknowledgement of receipt of letter of
objection
received. May now go to a Public Enquiry.

A & B Volunteer Centre:
Contact renewed.
4.07
Review of Services for Older People:
Information received.
4.08
A & B Housing Needs Survey:
Individuals will be contacted. MCC agreed
that
participation should be encouraged.
4.09
Ferry Consultation:
Information received from MDA Consultancy relating to
a survey to
forecast the future need for ferries on certain routes including the
Tobermory-Kilchoan route. A meeting is to be held on 17th

Third Sector:
Information received from A & B Council relating to a
July meeting
in Lochgilphead. Impractical for Mull representatives to attend.

Mapping Activities:
MCC agreed that A & B Council should be investigating
the Mull
infrastructure problems.
5.0
Housing & Development
5.01
Cllr. Devon
reported a major problem for young people wishing to
build a new
home, especially on Iona. A meeting is to be set up with the
Director of
Planning and Iona Community Council to discuss. Chair stated
that the
current implementation of the planning system was at fault, that
it was
putting local people against each other when anger should be
directed
at A & B
Council. Also that letters from MCC to A & B Council relating to
planning
issues were not even being acknowledged. Fiona Brown suggested
that all
planning applications should be monitored.

Susan Royle
reported receipt of a complaint regarding water being
tankered from
Craignure to supplement supplies in Tobermory. Chair also
confirmed
receipt of a complaint relating to a similar removal of water from
the Bunessan
supply, the resultant drop in water pressure causing great
concern as
one resident had been using the shower. Complaints to be sent
to Scottish
Water.

Campbell reported that he is to attend a meeting later in July at
which it is
hoped to resolve current problems of ferry times.

MICT Report:

Self-store Company Launch:
Two former shipping containers now for hire.
7.02
Craignure Business Centre:
Building warrant to be submitted this month.
7.03
Mull Renewables:
New energy information office in Bunessan soon to be opened.
7.04
MESS: £5,000 raised via Island Castaways and recycling has
been shared out.
7.05
Ranger Service: Mink traps have arrived and are being
distributed.
7.06
Community
Projects: MICT working on a range of fundraising projects.
7.07
Bunessan
Recycling:
Relocation to site adjacent Bunessan Hall to be
Investigated.

Roads & Transport:
8.01
Road Closure
Glenbellart:
Complaints received by Cllr. Devon. Closure
now confined
to 9.30am to 3.30pm with alternative route via Tobermory and
exemption for
emergency services and other vital transport. Concerns expressed
at safety of
alternative route for large vehicles.
8.02
Pennyghael to
Salen road:
Details and photos of potholes and other
damage sent
to Stuart Turner and KMM by Fiona Brown.
8.03
New
Pennyghael Bridge and road resurfacing:
Work has not started.
8.04
Reporting
Road Damage:
Now to be reported on 01631 561160. The
map is to be
revised to incorporate the new number and publicised.

of road damage should use the map for reference.
8.05
Weight Restrictions: Representations are to be made to Jim
Matther during
his visit to
Mull with the NFU to look at the state of roads across the whole
island.
8.06
Keep Mull
Moving (KMM):
Chair reported that a presentation is being
prepared and
noted that it was disappointing that A & B Council Chief
Executive,
Sally Reid, had visited the island without contacting the Community
Council or
spending time on the Ross of Mull. Both local councillors were
involved
with the
visit. The date of the meeting with other A & B representatives is
still
awaited.
Chair hopes to attend the meeting with Jim Matther on 17th
July.

crash barrier:
Bert Leitch reported that repairs to the barrier
damaged
during last years rally still had not been carried out.

Finance Report:
Closing
Balance of £ 3,053-10. The audited accounts were circulated. £500
annual grant
received. Third booking for marquee received.

Chiropody
- Cllr. Devon asked if problems with the chiropody service
had been
reported as a
withdrawal of facilities appeared to have been made. Fiona

investigate.

(Bunessan) – Bunessan burial ground fencing has
not been
completed – Chair to
investigate.

blockage of the sewer in Bunessan was cleared last weekend. It had
caused a
major back-up to the Hotel.
11.03
Susan Royle
(Craignure) – Investigation into replacement picnic tables
ongoing – A &
B Council to be contacted. Current grass cutting of burial

grounds,
paths, etc. by A & B Council is haphazard.
11.04
Linda Cameron
(Chair) – Attended Mull Slaughterhouse AGM. This facility
is a valued
asset for the island, but is still struggling for funds. Some
people
are not aware
that the island has a slaughterhouse.
As there is
no meeting in August, urgent matters should be communicated
to the
Secretary or Chair.
11.0 Next meeting: 8:00pm Wednesday 9th
SEPTEMBER 2009 at Craignure Hall.
