MINUTES OF THE MULL COMMUNITY COUNCIL MEETING
HELD ON WEDNESDAY 12th JULY 2006,

1. Apologies:

2. Community Safety
Forum, Oban, Lorn and Isles:
All day event had been held
Craignure Hall to promote safety and offer advice and assistance to
professionals and members of the public. They also attended MCC
meeting at the start to give a brief update on the Safety Forum.
Representatives from Fire, Ambulance, Police, Argyll and Bute
Council attended. Prevention is the main reason for the service.
Three separate sub-groups set up, vulnerable people, environmental
safety issues and anti-social behaviour. Would give talks to local
groups and schools to educate children, more accidents occur in the
home than accidents on roads. A free home visit could be arranged
and could take up to two hours. Anyone interested get in touch with
your area Community Councillor. The Open Day had not been well
attended.
3. Police Matters:
All parked vehicles need to
display a ticket. When taxi rank and police bay re-instated this
area could also be used ONLY as a ten minute pick up and drop
off area, if parked for any longer, a ticket would be issued. Buses
reversing into the road will get worse, more coming on to the
island. Traffic once again building up onto main road during CalMac
ferry check in time, safety issue, PC MacCuish will check and report
back. 20mph signs in Tobermory will be erected next week.
4. Minutes and matters
arising from the Meeting held Wednesday 14th June 2006:
4.1 Minutes:
All items approved as an
accurate record. Proposed by Tony Proud, seconded by Paul Forster
4.2 Action Points:
Big Art Project:
Assistant Producer from
London visited the island; arranged to meet Chair and Ronnie
Campbell. Curator appointed from Glasgow who will be in charge of
setting up a focus group which could consist of 6-8 members from
different groups on the island. They agreed to keep MCC informed and
now were aware that MCC represents the whole island. Chair felt
inappropriate to be involved at present as MCC might have to be
involved at later stage of this project.
Ambulance/Fire and
Rescue:
Adrian Fitness to contact
David Sloss, Station Officer/Manager Oban Fire Station. Committee
informed that some police vehicles in Argyll now carry
defibrillators, also being looked at for other parts of this area;
updates will be given in the future.
Marquee:
Salen show do not now
require marquee. Rugby Club have sent payment for the floor hired
recently. Padlock also purchased for shed.
Re-cycling Sites:
New re-cycling points still
being looked at. If placed at Bunessan and Creich Hall, commercial
charges would be made. Suggested site at Ulva Ferry requires work,
but some residents do not want a re-cycling point there. Area
Councillor not aware of this
Proposed Progressive
Care Centre:
Legal documents have still
not been signed; this process has taken far too long. Access should
have been looked at earlier. Community Councillors angry the legal
process is not moving forward and lack of information coming into
the public domain is causing uncertainty. Chair stated to the best
of her knowledge there is nothing untoward happening, all seems to
be legal problems with land. Chair to speak with PCC committee as
could lose both Dun Aros and this new project, as funding bodies
cannot be put on hold for ever. Bill Thomson asked Chair to attend
meeting at Caol Muile also to be in attendance was John Wilson,
James Hilder and Les Huckfield (Care in the Community), Chair unable
to attend and sent apologies. Following on from above meeting, Les
Huckfield attended conference at Isle of Mull Hotel. Chair could
also not attend. Bill Thomson strongly advised Mr. Huckfield to get
in touch with Chair of MCC to attend MCC meeting and inform us of
his remit.
CalMac:
Responses received from
Minister for Transport and Maureen Macmillan MSP. On receiving copy
of letter sent to First Minister, CalMac say the grant money
received is not broken down into individual routes. Stopping
Company cheques, reason given: principal source of bad debt.
Following letter sent to
Tiree Community Council, Chair received telephone call from Ian
Gillies, Argyll and Bute Councillor for Tiree, also now a board
member of CalMac, could he attend September Mull CC meeting, and
also bring Lorne MacLeod, also board member of CalMac, all agreed.
Councillor MacDougall
received complaint that CalMac refused ambulance on Craignure
ferry. This is totally unacceptable. Policy statement required
that there is a guaranteed space both for ambulance and hearse.
Chair also received phone call complaint regarding ambulance.
Noted Highland Heritage
coaches arriving five minutes before sailing and can board. Also
receive preferential rates on the ferry. If correct, does not help
build good relations with the company and islanders, following the
recent complaints
Response from Ian Fox re
ferry message driving on Mull roads. CalMac suggest MCC contact
Mull and Iona Ferry Committee, Secretary contacted Chair, informed
ferry message refers people to the leaflet on the boat, usually no
leaflets on board and also complaints do not play full message
5. Any other

5.1 Renewable Energy
Forum:
E-mail received from James
Hilder MICT, asking for funds from REF. Paul informed issue not
raised at MICT meeting on 10th July.
5.2 Tobermory Street
Parking Charges:
Correspondence received from
Neil Brown, Argyll and Bute Council. Parking sub-group, and
Tobermory Community Councillors, will report back to MCC on progress
6. MICT Update:
Paul Forster had attended
July meeting, to date still no minutes handed over from Paul or
MICT, since January 2006.
7. Finance Report:

8. Roads and Transport:
8.1 A848 Proposed New
Salen-Tobermory Road:
E-mail received from James
Hilder, MICT following June Board meeting, Directors preferred not
to comment, and would support MCC.
Through Chair Charlotte
Mellis informed MCC with an introductory statement, circulated to
members. It was pointed out to CM that, before she organised a
public meeting and venue, it is normal practice to contact the
Chair/secretary first of all and not assume MCC agree to public
meeting.
Following discussion, Paul F
would write letter to Argyll and Bute Council and public meeting
would be held. Notices to be displayed and representatives from
Argyll and Bute Council be invited to attend.
8.2 Keep Mull
Moving:
Economic Impact Assessment
Report received, copy sent to MCC. Councillor MacDougall reported
that copy has been sent to Scottish Executive with covering letter
9. Area Reports from
Community Councillors:
9.1 Bert Leitch on behalf
of Jim Corbett, Lochbuie-War Memorials:
Support required to re-write
lettering and any repairs needed at war memorial. Support British
Legion, if funds available. Committee agreed to support. Community
Councillors asked to check condition of war memorials in their area,
not all war memorials looked after. Bert will inform Jim of
decision
9.2 Linda Cameron,
Fionnphort:
Invited and attended drinks
reception on the minesweeper HMS Ramsey alongside Tobermory Pier,
which she found informative and interesting. Councillor MacDougall
also attended. The ship will make regular visits to Tobermory;
Chair also asked if they could visit other parts of the island,
which was going to be looked into. They hoped to invite on board on
future visits different groups from around the island and school
children to raise awareness of what they do.
Motor bike trials, event
held at Pennyghael has now run for three years, with bikers of all
ages from all over the British Isles attending; now an annual event
for the Mull calendar. Organised by people locally, which requires
a lot of background work, no matter what the weather. Chair thinks
this group deserve a mention and well done. All agreed
Hazel Yule will be taking
over running of Am Muileach with Colin Morrison, Dervaig. MCC wish
them well
9.3 Steve Barlow,
Tobermory:
Problems reported with the
sewerage works. Salvage attempt undertaken again for the galleon
9.4 Councillor
MacDougall:
All weather pitch at
Tobermory: In response to question
from member of the public, info as follows: budget for pitch,
hard-court and internal improvements to changing rooms was £339,000
(including contingencies, fees and expenses, charges, etc.)
Original funding model was: Argyll and Bute Council £240,000, Big
Lottery Fund-New Opportunities for PE & Sport £69,000 (allocated by
A&BC from an award of £802,000 across Argyll), Kenny Macintyre
Memorial fund £30,000.
9.5 Adrian Fitness,
Craignure:
Problems with the Craignure
footpath being overgrown. Mull Ranger Service responsible for.
Craignure Public Toilets

9.7 Bert Leitch, Ulva
Ferry:
Oban ferry terminal closed
between last ferry and late boat on Fridays, only open one hour
before sailing. Attended Biodiversity event at Torosay Castle,
private individuals invited.
10. MICT:
Following discussion, Chair
requested support from Community Councillors to write answering
letter to Board of Directors. All present agreed.
SNH has offered MICT £25,000
to carry out Mink study on Mull. Suggestion that SNH buy traps and
approach individual people on the island already working on this
problem. No study is needed, local knowledge already here;
including numbers caught
