MINUTES OF THE MULL COMMUNITY COUNCIL MEETING

HELD ON WEDNESDAY 11th JANUARY 2006 (UNAPPROVED)

CRAIGNURE VILLAGE HALL

PRESENT:

1.         Apologies:

2.         Police Matters:

Sgt. Iain Erskine reported that different shift patterns have been introduced, improving coverage with extended working time from 8 to 10 hour shifts.

3.         Minutes and matters arising from the Meeting held Wednesday 14th December 2005:

3.1        West Highland Housing Association:

Letter received from Gregor Cameron following his attendance at the December meeting.  Members informed of the content.  Following last meeting Paul Forster has received two letters from residents concerned about the proposed development at Aros, Salen but not presented.  Paul agreed to forward these to Gregor Cameron on receiving headed notepaper from Linda D, Minute Secretary       Action: PF/LD

3.2        Web Site:

Linda Cameron agreed to arrange meeting with Alan Parker.  Tony Proud requested to attend if meeting in Tobermory area.

3.3        CalMac:

Still no response received from Pier Manager.  Further letter to be sent.         Action: LD

3.4   Pennyghael Community Centre:

Fiona Brown reported that a letter has been sent to all residents of Pennyghael asking to support the proposed purchase of the Centre.  Mull Community Council also asked to support, all agreed.  Letter to be circulated outwith Pennyghael area for more island-wide support.

3.5        Breaker Machine, Salen

Matter dealt with

3.6        Marine National Park, Hebridean Partnership and Archipelago:

Linda Cameron attended public meeting, Craignure.  Group now set up called MAFA has representatives from all types of fishing and represented well with members from throughout the island. The farming community will also be getting together in the future, through the NFU, to discuss how it could affect landowners etc.

3.7        Pennyghael and Carsaig Road:

Potholes at Pennyghael still not filled in.  Carsaig road in a bad state of repair.  Councillor MacDougall reported on Argyll and Bute Council’s capital programme.  Sum of £120,000 has been made available for the repair of this road.

3.8    Better Neighbourhood Services:

With the exception of the following amendments, the Minutes of the 14th December 2005 meeting approved as an accurate record.  Proposed by Paul Forster, seconded by Ronnie Campbell

Page 3-Item 8-Roads and Transport:

1st sentence should read: Complaints received about the untidiness of the toilet area by the re-cycling bins

2nd sentence should read: Tiny pathway at the bridge over the burn, Craig House, no rail in place

5th sentence should read: Nowhere to safely get off the pavement to visit the shop at Salen

Item 9.1-Steve Barlow, Tobermory re Tobermory Harbour Association:

Linda Cameron received telephone call from Brian Swinbanks requesting an amendment to the minutes, namely, “Backing has been given from the Bank for project”

4.         Parking Proposals, Tobermory:

Councillor MacDougall informed committee.  The proposals will go out for consultation, if concerns are still not satisfied, and then will go to a public hearing.  Chair asked Steve Barlow for official name of sub-group, replied “Car Parking Issues sub-committee.”  Reported further meeting held on 10th January 2006.  Richard West is chair of the sub-group.  Minutes handed to Mull Community Council

5.         Correspondence tabled for Councillors information:

5.1        NHS Highland Papers

6.         Any other correspondence received:

6.1        Letter received from Ross of Mull Historical Centre, applying for a grant from Argyll and Islands Community Economic Development Programme Phase 2 for renovation of Mill Cottage, Bunessan. Letter of support requested from Mull Community Council.  All agreed.                                                                              Action: LD

6.2        E-mail received from James Hilder, MICT, the Land and Sea Forum meeting 7.30 pm on 18th January at Craignure Hall

6.3        E-mail received from Stuart Maidment, Forestry Commission; propose to improve the large grass area in the centre of Aros Park.  Letter of support requested from Mull Community Council.  All agreed to back the proposal.  Letter would be sent                                                                                                                                                            Action: LD

8.         Finance Report:

Closing Balance £2190.89

9.         Housing Matters:

David Woodhouse (MICT Director) asked Paul Forster to assist him with housing issues.  Committee agreed.  Paul would report back to Mull Community Council                                                                           Action: PF

Ronnie Campbell raised the following:

Ø      Concerns raised re sub-letting of houses in Bunessan and Fionnphort

Ø      Work commenced in October 2005 on the flats at MacDougall Place, Bunessan.  Scaffolding still in place making it difficult for elderly people, Doctor, nurses and home helps etc.  Councillor MacDougall agreed to look into these issues                                                                                      Action: AMacD

Ø      Problems reported with the sewerage pipe in Bunessan

Councillor MacDougall raised the following

Ø      Difficulties with the new ramp at the house on the corner of MacDougall Place, a solid ramp would be preferred

10.        Roads and Transport:

Concerns expressed about traffic, Tobermory:

Ø      Very narrow road, almost single track, by the County Buildings in Tobermory

Ø      No pavement on Breadalbane Street

Ø      Congestion and dangerous situation with bin lorry, buses waiting and cars parked when children are coming out of Tobermory School.  Councillor MacDougall informed about funding available from the Scottish Executive initiative “Safer Routes for Schools”. 

Some of the above issues have been raised with sub-group as part of the Car Parking review in Tobermory and are ongoing.

Bert Leitch reported on the deep water on the Craignure-Salen road, which can totally blind drivers.  A proper built in drain required.  Letter to Kaz Rigby                                                                                                                Action: LD

11.        Area Reports from Community Councillors:

11.1                  Hazel Yule, Tobermory:

Suggested all meetings commence at 7.30 pm.  Proposed by Hazel Yule, counter-proposed by Bert Leitch.  Decision to be made at next meeting.

11.2              Linda Cameron, Fionnphort:

Ø      Progressive Care Centre:  Meetings scheduled for 17th/18th January cancelled, but still to happen in the near future

Ø      Suidhe Cemetery, Bunessan:  Still no letter received on fencing material from Sandra Duncan.                                                                                                                                                                                                                             Action: AMacD

Ø      Noted the delay in re-erecting some headstones around the island

 

12.        Confidential Discussion:

On Community Council receiving further letters from very concerned and upset residents of St. Mary’s, Tobermory Chair asked members of the public to leave the room (including Minute Secretary) so the content of the above could be discussed with Councillors only.

 

Note from Chair Linda Cameron:

As long as I am chairperson of Mull Community Council I can assure Mull residents this Community Council will be very much open.  There will be no closing of ranks among fellow Councillors.  As with every Community Council there is a Code of Conduct to be followed.  Neither fellow Community Councillors nor I can be held responsible for any individual Community Councillor’s actions or conduct.  Unless being co-opted on to Council, members have been duly elected by the residents of the island to represent their area and collectively the whole island.

 

Also please remember this is Mull Community Council and does not include Iona and is a separate body from Mull and Iona Community Trust
