Minutes of Mull Community Council Meeting
held on Wednesday 14th
March 2007, Craignure Hall

Police Matters:
“Operation
Easter” underway, with two white tailed eagles sitting on the nest
at the moment. Following discussion at the last meeting on the area
in the middle of the glen where the travelling people stayed, which
has now been blocked off, Sgt. Erskine reported that Peter McCluckie
the Environment Officer responsible is based in Oban. Sgt. Erskine
would give an update on the situation at the next meeting. He also
wished it to be noted that the 20 mph speeding signs located at
schools are checked regularly to make sure they are working
correctly. Chair asked if Police had been notified re Festival of
St. Columba taking place 8-10 June on Iona and Mull, reply: unaware
of event and also could the Police foresee any problem why
entertainment licence could not be given to the Ross of Mull, reply:
could see why not as other events had taken place following proper
procedures being followed

Sian Scott, Project Officer, Mull and Iona Community Trust:
Following
request Sian gave brief overview on the proposed Community Business
Resource Centre Development at Craignure:

The entire site will be re-developed
with new facilities and services for community groups and businesses
with office space, training room, community resource library, the
charity shop will be upgraded, internet access will be available.
Funding should create a multi-function resource

Asking businesses on and off island if
they wish to rent, e.g. Solicitors for a day surgery etc.

Limitations on size and cost

Renewable options being explored
²
Feedback required on the proposals from
all individuals and groups on the island

Representative from MCC requested to
sit on Steering Group, meetings held monthly at Craignure. Chair
wished it to be noted that Adrian Fitness had been officially asked
to join the steering group, but had declined.

100 questionnaires sent out, most
people generally supportive, 50 responses received from the mainland

One suggestion put forward for a
Community café, run by the community, for the community

Once the development is completed, MICT
will move from Tobermory to Craignure

Project in the planning stage at the
moment

Chair Sheena Allen Craignure Hall
committee is a member on the Steering Group

Building has to be self sufficient, as
much grant funding will be obtained as possible. A proportion of
the required sum will be borrowed.
Concerns
expressed again on the impact of usage on Craignure Hall. Sian was
hopeful that the new facilities would bring more people, raise the
profile and be complimentary to Craignure Hall. MICT will not take
business away from local businesses. Once set up, a user committee
will be established with representatives from Craignure Hall. Query
raised about the size of the board room, size in the current plans
not as big as Craignure. Community café: this had already been
suggested when Craignure Hall established, but was not allowed to
happen, unfair if went ahead with this plan. Sian agreed to bring
any plans prior to planning being applied for

CalMac:
Article in
the press reporting there is to be a 40% reduction in fares for all
island residents. Is this just an election bribe! Quote from Hugh
Dan McLellan: not CalMac’s job to promote businesses on the island.
There are insufficient ferries in the winter and the ferry does not
run early enough for islanders to work in Oban.

Gardner; Chair of Patient Forum, Ross of Mull attended above meeting
and sent feedback to MCC. Meeting of Community Health Partnership (CHP)
June at Craignure, public will be invited to ask questions and
comment

5.1
Scottish Executive:
Letter
received about the proposed closure of rural post offices. Fiona
agreed to complete the questionnaire and send

Marine Harvest:
Chair
received telephone call from John Russell stating that site at
Scallastle would be closing down with three jobs affected
5.3
Argyll and Bute Council:
Our quarterly
bulk waste collections will not be happening now or later this
year. Councillor MacDougall would be asked to
clarify

Macmillan Nurses:
None
currently on Mull at present. Contact should be made if required to
your local nurse

Maintenance of Tobermory:
E-mail
received from Steve Barlow, circulated. Noted that problems are
island-wide not just in Tobermory

Mull Theatre:
Newsletter
received promoting event in Tobermory, will become regular event
during end August/beginning September, run by local people. Public
meeting will be held 20th March at An Tobar, Tobermory

Marquee:
Repair
completed, marquee returned, total cost £673.46 includes transport.
Tony agreed to carry out work on guy ropes. Help required in June
to erect marquee for MacLean gathering at Duart Castle.

Sport Scotland:
Bert reported
that Argyll and Bute are to lose vital funding due to lottery
funding being allocated to London Olympics. This is a devastating
blow to all the many talented athletes on the island and throughout
Argyll area. Bert & Adrian agreed to follow up

MICT Activities Update:
Paul reported
and attended MICT Board meeting on Iona 10th March.
Activities update circulated, noted change of heading. Date of Food
Festival clashing with Mull MOD. No mention of Fèill Chaluim
Comille event 8-10 June and their involvement. REF meeting being
arranged.
Following
discussion at last meeting MICT chair Sandy Brunton and James Hilder
asked to attend MCC meeting, James unable to attend and MICT chair
sent e-mail requesting what specific issues MCC wanted to discuss.
On the strength of reply received Community Council decided to
invite all Board directors of MICT to a future meeting to inform the
Community Council on all aspects of Mull and Iona Community Trust,
MCC anticipate a positive response that Board members would attend

8.1
Fèill Chaluim Comille Event June 2007:
Chair sent
e-mail to Mairi Macleod, (Project Officer) expressing MCC’s
concerns, members informed of content, Chair received telephone call
following. Chair also contacted Mark Jardine, Chair of Iona
Community Council. £33,000 funding for the event received from
Argyll and Bute Council, why main event being held at Torosay
Castle, who made this decision, Mairi Macleod stated doubtful
licence could be granted to hold the event down on the Ross of Mull.
Shuttle bus service will be provided between Craignure and
Torosay. Small steering group now set up through Gaelic
Partnership. MCC and other groups are not against event, but
question its handling. Mairi Macleod asked about re-cycling
facilities for the event, Fiona to raise at next MESS
meeting

Housing Matters:
Still some
concerns about the West Highland Housing Association proposed
development at Lochdon, More affordable housing required on the
island to keep communities alive, particularly important at Ulva
Ferry where the number of children at the school has declined, there
could be no children in 2-3 years time

Roads and Transport:

Salen-Tobermory road could take up to two years from now, £250,000
for Pennyghael Bridge, Removal of weight restrictions £14 million,
During 2006/07 £2 million to repair roads on Mull

Comment
from Chair:
After
attending Holiday Mull AGM as a guest at Isle of Mull Hotel
Craignure, I was appalled when the newly elected Vice Chair (David
Woodhouse) made a speech and duly miscalled the Mull Community
Council. Apart from feeling embarrassed, had it not been at end of
meeting I think I would have walked out. I feel it is a certain
type and kind of person that needs protecting on this island, and
not just the eagles !!
