Minutes and matters arising from the Meeting held Wednesday 11th
January 2006:
2.1
West Highland Housing Association:
Letters received
from Forestry Commission regarding proposed development site at Aros,
Salen. Also received letters from concerned residents in this
area which had not been presented at last meeting. Noted that
the access would be difficult and also no other ground available in
Salen area for building this type of housing in the near future.
Also West Highland Housing Association has taken on board the
residents concerns regarding design of development and also now
proposing a separate access. Following discussion the Community
Council supported the proposed affordable housing. Letter to
West Highland Housing Association and residents.

Web Site:
Chair to date not
managed to do. Needs to be done, asked Tony Proud to meet with
Alan Parker

2.3
CalMac:
Response received
from Pier Manager, members informed of content. Problems with
the covered walkway and pedestrian entrance could be a bigger
problem when the tourist season starts. Copy of correspondence
received to Neil Brown, Argyll and Bute Council for any comments.
Ronnie Campbell agreed to take comments to Harbour Committee.

Pennyghael and Carsaig Road:
Work due to start
in April 2006

Better Neighbourhood Services:
Chair contacted
Maureen Robertson, Oban; service has been running for three years
and no budget now for 2006/07 and ends in March. The service
employs two full-time workers working 37 hours per week and 1
part-time working up to 30 hours per week. Different budget
from Home Help Service etc. The service can provide visiting
surgeries, dental, chiropody plus social lunch club meetings and
respite care. All very important to elderly residents and
especially those who live in the more rural parts of Mull’s
community. The financial meeting of Argyll and Bute Council
being held 9th February, Councillor MacDougall should be aware of
the situation, Chair would try and contact before the meeting.

Aros Park, Tobermory:
Proposed
improvements to area. Need more information

Sub-letting of houses in Bunessan and Fionnphort:
Response received
from Councillor MacDougall
2.8
Tobermory School:
Congestion and
dangerous situation with bin lorry, buses waiting and cars parked
when children are coming out of Tobermory School. School aware
of the traffic problems.

Parking Proposals, Tobermory sub-group:
Richard West
negotiating with Neil Brown, Argyll and Bute Council.

Ditches on Craignure-Salen road:
Response received
from Kaz Rigby. The scrub in the ditches needs cutting, which
will be done shortly. The ditches won’t be completely cleared
out until the new financial year. Letter requesting to be made
a priority for the new financial year

now been removed.

The Grab Trust:

new part-time Project Worker in post from December 2005, based in
Oban

Gate posts at St. Mary’s, Tobermory.
Neil Brown,
Argyll and Bute Council, letter received and aware of dispute
residents are having. Nearly all elderly that live in this
area, family members writing on their behalf Steven Barlow requested
copies of correspondence Community Council had received.

3.3
Transport Strategy:
E-mail received
from Nicola Debnam, Argyll and Bute Council giving information
required for the Community Councils response. After
discussion, following suggestions would be sent:
Ø Connections to
every ferry
Ø Cheaper ferries
with a shuttle service
Ø More ferries
Ø Ferry timetable
more appropriate for local people
Ø Later ferry in
the winter
Ø No co-ordination
between ferries and trains
Ø More buses to
meet each ferry
Ø Roads ruining
businesses, being dealt with by Keep Mull Moving campaign.
Ø Link required to
Connel Airfield/Glasgow
Ø More cycle
routes. Leaflet required for cycle users when travelling on
single track roads
Ø More walks;
groups already dealing with this on the island

MICT:
Paul Forster gave
update.
Ø Hoping to install
additional re-cycling points. Following areas suggested: Ulva
Ferry, Upper Tobermory, Calgary campsite, Fidden campsite,
Fionnphort.
Ø More uplifts
required from present sites. Fiona Brown agreed to take to
MESS meeting
Ø Assisting MAFA
develop a constitution
Ø Proposed Dervaig
wind farm put on hold
Ø Helping Friends
of Calgary Bay
Ø In the early
stages of Marine National Park, MAFA group set up

Finance Report:
Closing Balance £2030.09.
5.1
Renewable Energy Forum:
Chair suggested a
meeting of the Renewable Energy Forum be called to decide on the
future and direction of the sub-group.

Housing Matters:
6.1
Proposed Development at Craignure:
Chair received
letter from West Highland Housing Association, which was forwarded
to Adrian Fitness to display on notice board at Craignure. No
feedback received to date. Disappointing.
7.
Roads and Transport:
Paul Forster has
discussed the handrail at Salen with Kaz Rigby.
7.1 Keep
Mull Moving:
Meeting 31st
January, met with SQW Consultants undertaking Economic Impact
Assessment, which is being paid for by Argyll and Bute Council.
They will be meeting various people on and off the island.
Consultation document will be available end of February/early March.

Other issues raised by Councillors:
8.1
Tony Proud-Dog Fouling:
Problem in
Dervaig area. Community Council stated this is an offence,
people have been charged, main problem is the dog owners. To
make people more aware, notices in Round and About and Am Muileach

Bert Leitch-Cal Mac:
Charging for
length of vehicles, if few centimetres over have to pay the
commercial rate, which affects the majority of people on the island
and is unacceptable. Not the fault of staff at Craignure/Lochaline.
Letter to MP/MSP requesting a special rate for island traffic.
Ronnie Campbell also agreed to take to the Ferry Committee

Bert Leitch-Fuel Prices:
Cost of diesel
far cheaper on mainland. France issuing varied pricing
structure for rural areas with reduced duty, why not on Mull.

Minutes:
Why full minutes
not displayed in Round and About. Following discussion at
November meeting, Chair contacted Round and About and decided a
report on the meetings should go in following requests from locals
and visitors. Editor offered to print Community Council
minutes in full on R&A web site. Committee agreed.

Area Reports from Community Councillors:
9.1
Linda Cameron, Fionnphort:
Ø Suidhe Graveyard,
Bunessan: Argyll and Bute Council have at last now agreed to
supply fencing materials as long as Chair’s volunteers are still
available to erect fence. She hopes that the offers of help
will now come forward again. Adrian, Craignure offered to
help. Dates to be arranged
Ø Progressive Care
Centre: I attended my first meeting with the Directors of the
Company. Date of AGM 16th March at Craignure.
Councillors requested to inform residents to attend the meeting or
forward any questions in writing they wish Linda Cameron to raise
