1. Apologies:

Forestry Commission, Scotland
Attended to inform members about the sites the
Housing Association are currently investigating on Mull for
affordable housing. Working with Community Councils on the proposed
design and layout is important. It is also a requirement of the
Forestry Commission to have community consultation. Host of sites
explored, viable sites have now been identified. Maximum of 20
units at Fountainhead at Bunessan and a maximum of 8 units at Aros,
Salen, with a mixture of accommodation opportunities. When the
planning application has been approved then detailed design will be
drawn up. Sites in Craignure, Dervaig and Tobermory also being
looked at. More timber will be used in the construction; Biomas
heating systems will be used. Water and utilities are available on
the sites. The project will be administered from HQ in Edinburgh; a
number of criteria must be fulfilled and evaluated by a panel not
directly employed by the Forestry Commission. They will be sitting
for the first time in January 2006. Members of the public can visit
Argyll and Bute’s Planning Department for further information on the
developments.
Issues raised/discussion:

Some
members of the public not happy with Salen house location
Ø
Awkward site, difficulties with access. Argyll and Bute Council
have been consulted on these issues and saw no problem
Ø
People
cannot afford to buy houses on Mull
Ø
Why do
the Housing Association not consult with local people
Ø
Proposed development right in front of houses already there. A
private developer could buy the land and build houses without any
consultation
Ø
Good
the Housing Association are coming to Mull and looking at sites.
Fully support any housing scheme on the island
Ø
Suggested a Local Lettings Initiative could be introduced for local
people
Ø
The
Evaluation Panel will decide whether the community has been
consulted
Ø
The
new Local Plan has not been approved as yet
Members of the public should write in to the
Community Council with any concerns on the proposed developments.
3. Minutes and matters arising from the
Meeting held Wednesday 9th November 2005:
3.1 Web Site:
Linda Cameron to arrange meeting with Alan Parker
in January. Previous minutes would be sent.
3.2 20 mph Speed Limit-Tobermory Area:
Proposals will be advertised in the Oban Times
week ending 9th December 2005.
3.3 CalMac:
No response received from Pier Manager. Further
letter to be sent.
3.4 Pennyghael Community Centre:
Linda Cameron not happy with letter sent, another
one will be forwarded

Breaker Machine, Salen
Paul Forster had received no reply
3.6 Grasspoint Road:
Jim Corbett agreed to find out about the gate for
the next meeting
3.7 Marine National Park, Hebridean
Partnership and Archipelago:
Chair decided to hold back on public meeting
until the MAFA group held next public meeting and also MICT is also
involved with above.
3.8 Salen to Craignure Road:
The following response received from Kaz Rigby,
Argyll and Bute Council.
Excess gravel is/was cleared on the
Salen-Craignure stretch of road. The winter gritting period has now
started and this may involve a certain amount of grit/salt being
left of the road. Further spray and chip work has been carried out,
warning signs will be erected to advise people. Flooding signs: a
continuous programme of clearing drainage channels from edge of road
to ditch, culverts and ditching. However we can only do these
activities when we are not carrying out project work
3.9 Pennyghael and Carsaig Road:
Response received. Potholes should have been
filled in.
3.10 Dervaig Road Signs:
The following response received from Neil Brown,
Argyll and Bute Council.
We are considering how best to address the issues
you have raised. The Area Committee has agreed that we can use some
of the area parking surplus for additional signs. Because of this
we will be able to erect improved signs before next year’s tourist
season.

4. Correspondence tabled for Councillors

4.1 Transport

letter of support would be sent
5. Parking Proposals, Tobermory:
Letter written to Argyll and Bute Council
requesting an extension to the deadline, Linda Cameron informed
committee of response.
Public meeting held in Tobermory, Neil Brown
Argyll and Bute Council, Councillor Alistair MacDougall in
attendance, three members of Mull Community Council also present.
Community Councillors gave update and list of concerns raised and
they were now a sub-group of the Community Council. Chair was
unaware that this had happened; you cannot set up a sub-group of any
Community Council without agreement and after speaking (telephone
call) with Hazel Yule chair agreed that Community Councillors could
be part of a group to help Tobermory residents with above
proposals. Chair also under the impression that MICT and Tobermory
Harbour Association had arranged the public meeting as was also
reported in the press. Comment that chair hard to get hold of,
after more discussion found this unfair and unfounded. The group’s
next meeting 16th December.
Jim Corbett proposed that the group become a
sub-group of Mull Community Council to deal with above proposals
only. Seconded by Fiona Brown.
Steve Barlow agreed to send minutes from the
meetings.
6. MICT Update:
Paul Forster unable to attend last meeting,
concerns expressed by Mull Community Council telephoned to James
Hilder beforehand.
James apologised for lack of communication
between MICT and the Mull Community Council. Agreed overlap of some
issues could happen, but there is also confusion between the two
groups and Community Council would like support from MICT. It was
noted “Keep Mull Moving” campaign had not been given publicity
following their conference. James agreed to forward minutes from
future MICT meetings.

8. Roads and Transport:
Paul Forster:
Complaints received about the toilets in Salen
Tiny pathway at the
bridge over the burn, Craignure House
Untidiness of the recycling bins. James Hilder
stated work would be started with the Council next year to fence the
bins in with screening
Ronnie Campbell: Resident in
Bentalla Crescent who uses a Zimmer frame, no pavement on the road
to the shop Paul Forster to action above
Steve
Barlow: With young athletes from the island competing
in events suggested that a late boat be introduced on a Saturday or
Sunday night. Steve agreed to raise at the Ferry Committee meeting

Keep Mull Moving:
Meeting held 2nd December. Economic
Impact Assessment will be undertaken by SQW Consultants from
Edinburgh and Argyll and Bute Council will fund the whole study.
Set of banners will be erected at Craignure, landowners concerned
will hopefully give their permission. Further donations still being
received.
9. Area Reports from Community
Councillors:
9.1 Steve Barlow, Tobermory:
Tobermory Harbour Association: Lack of funding
for the new build, planned in 2007. Brian Swinbanks is chair of
this project.
9.2 Paul Forster, Salen:
Fire Station at Salen. Told to discuss with
Adrian Fitness to see if more action needed
9.3 Linda Cameron, Fionnphort:
Better Neighbourhood Services. Problem with
transport for the Senior Citizens Party on 15th
December. Some Community Councillors unaware of what this service
provides. Linda Cameron agreed to clarify and discuss with Maureen
Robertson, Argyll and Bute Council
