MINUTES OF THE MULL COMMUNITY COUNCIL MEETING

HELD ON WEDNESDAY 12th APRIL 2006

1.      Apologies:

2.      Minutes and matters arising from the Meeting held Wednesday 15th March 2006:

2.1     Minutes:

With the exception of the following amendments, these were approved as an accurate record.  Proposed by Ronnie Campbell, seconded by Jim Corbett

Point 4.1 West Highland Housing Association:

4th line word “obtain” should read “rent”

Point 10.3 Jim Corbett-Lochbuie:

Iain MacKinnon reported that headstones should be back up at Balure Cemetery.  Jim would check when next in the area.                                                            Action: JC

2.2     Matters Arising:

Police Call Centre Arrangements:

Would residents and visitors let Mull Community Council know if they have any problems with the new Call Centres arrangements and experience any Police difficulties with response and action received

Fuel Prices:

Representatives attending Scottish Parliament, Edinburgh 12th April to talk to Tavish Scott, Minister for Transport.  It was suggested there should be free transport for petrol tankers to the island.  No extra ferries will be considered until 2008, when the Cal Mac tendering process is finalised.  Raised at meeting with MSP’s Tobermory, Ronnie Campbell would also raise at next Cal Mac meeting.                           Action: RC

Keep Mull Moving:

E-mails sent to David Melly, SQW Consultants, requesting when Economic Impact Assessment report would be ready.  No response received to date.  Linda Cameron would speak to Stewart Turner, Argyll and Bute Council                    Action: LC

Marquee:

Tent pegs have been purchased, cost £37.16.  Marquee panels would be sent away to be repaired.  When marquee returned from repair, advert for hire will be placed

Closure of Dervaig Toilets:

Holiday Mull would send letter of support to Argyll and Bute Council, to keep Dervaig toilets open.  Councillor MacDougall reported that money to keep Dervaig toilets open had been diverted to run facilities at Gavanan.  He had discussed problem with Andrew Law, Argyll and Bute Council.  Mull Community Council had not been consulted.  Letter to Andrew Law, Neil Brown Argyll and Bute Council and Visit Scotland                                                       Action: LD

2.3     Craig Cottage, Glen Mor:

Chair had received phone call and paperwork regarding proposed boat shed application, turned down by the Planning Department.  Councillor MacDougall had not been approached, but as Chair of Argyll and Bute Area Committee, could not take part in planning application.  Following discussion, supporting letter to Planning Department, Argyll and Bute Council.                                                            Action: LD

2.3.1. Mishnish Hotel, Tobermory (Retrospective Planning):

Chair read out letter from Mr. R. MacLeod, (RMac) following this Mr. MacLeod thanked committee and chair for giving him the opportunity to speak.  RMac has to obtain retrospective planning to paint Mishnish buildings black, eight Victorian bronze lamps, two black metal cigarette ashtrays, four metal basket hangers, four flower baskets (blue) and alteration to paintwork of Mishnish sign.  RMac produced photograph of property changes and a list of properties in the area, some of which have been repainted and have not had to apply for above, with similar lighting and hanging baskets and also ‘B’ listed.  Noted: It is a criminal offence to deface ‘B’ listed buildings.

Residents should be allowed to paint buildings whatever colour they choose; the decision could have implications for other buildings on the island and the whole of Argyll and Bute.  There seems to be no consistency with planning applications and why has this particular family home and business been singled out.

RMac had sent letters to MEP, MP, MSP’s and Councillor MacDougall.  All had shown support, but disappointed no reply from Councillor MacDougall.

Mull Community Council agreed to give the full support and write to Planning Department, Argyll and Bute Council.                    Action: LD

2.4         Planning Applications (On island):

Argyll and Bute Council Area Committee meeting papers are now going direct to Linda Cameron.  The decision to support planning issues or a failed application was discussed.  Need to be a unanimous decision within the Community Council.  Members made aware that at present public have 21 days to object to any planning application, through local press and Post Office.  All will be discussed further at next meeting of MCC.

 

3.      Correspondence received:

3.1     Torloisk Estate:

Bert Leitch to meet with Mull Historical and Archaeological Society                      Action: BL

3.2     Saturday Evening Ferry:

E-mail received from Duncan Swinbanks, Mull Rugby Club.

Letter for later ferry to be sent to Blair Fletcher, Hi Trans at Lochgilphead and the Sports Minister.

3.3         Multi-journey tickets-Craignure-Oban run:

Response received from Hugh MacPhee, Cal Mac.  Supervisor in Oban been advised about the issue raised re the multi journey tickets.  Hopefully no repeat occurrences of this.

3.4     Craignure Pier:

Response received from Neil Brown, Argyll and Bute Council.  I have concerns about Mr MacPhee's proposals and had hoped to arrange a meeting with him, but have not yet done so.

3.5     Scottish Executive:

“Age and Experience.”  Form to be completed, Linda Cameron agreed to look through. Action: LC

3.6         Tobermory Harbour Association:

Chair received letter requesting support for proposed Harbour Facility, Tobermory.  Positive response received from around the island.  Letter of support from MCC would be sent.                                                Action: LD

3.7         Argyll and Bute Local Biodiversity Partnership:

Conference to be held 30th May 2006, Craignure Hall 11- 4.  Some members will attend

3.8         Argyll and Bute PIN:

Correspondence received

3.9         Tour of Mull Rally:

13th and 14th October 2006.  Schedule of routes received

3.10      Proposed Coastal and Marine National Park:

Local meetings have been held.  Read out e-mail received from MICT.  Community Council agreed no further action at present until after official announcement.  NFU members have also agreed this.  Suggestion for future meeting, a member from the Cairngorms National Park attends.  To date MAFA has not contacted Mull Community Council directly

3.11   Forestry Commission:

E-mail received from Stuart Maidment, re proposed site for travelling people (Fishnish area).  Would not be a permanent site.  Community Council could give support, but have some reservations.  Community Council would like any response from the public to this proposal.

3.12   Am Muileach:

Chair received correspondence from Brenda Douglas.  Due to format of minutes, may no longer be printed.  Hopefully being sorted out, situation being be monitored.                                                            Action: LC/LD

4.      Finance Report:

Closing balance: £1,787.67

5.      Housing Matters:

Reported problem with house at Millbrae, Bunessan, let to young local couple, working locally.  Owner also owns house in Salen.  Councillor MacDougall looking into, suggested maybe possible to transfer the lease.

5.1     Scottish Water:

Shortage of water holding up future building on island, although sewerage supply in place.  Fionnphort/ Bunessan has plenty of water capacity, but no sewerage system.  Agenda item at Strategic Policy Committee meeting 13th April.  Pressure on the Scottish Executive to improve the situation.  Councillor MacDougall to keep MCC informed.                     Action: AMac

 

6.      Roads and Transport:

Tony Proud: some black and white passing place poles are being replaced with new triangular ones

 

7.      Annual General Meeting:

Mull Community Council to hold AGM annually as required by Constitution.  This would take place 10th May 2006.

 

8.      Area Reports from Community Councillors:

8.1     Fiona Brown-Pennyghael/Tiroran:

Work on road has been completed, Carsaig

8.2     Ronnie Campbell-Bunessan:

v     Problems with hazardous goods being carried on Cal Mac ferry.  Letter requesting Health and Safety policy on hazardous goods                      Action: LD

v     Toilets in Tobermory close at 6.30 pm.  Ladies toilet at Craignure, cubicle very narrow.  No disabled toilet in Bunessan.

v     With 23 new houses to be built at Fountainhead, Bunessan, pavement should be constructed

v     Tesco car park taken over by Euro Park.  2 hours free parking only, not allowed to return within two hours.  People now being fined.  Letter to Tesco’s asking reason for change.                 Action: LD

v     The travel card for pensioners is not allowed on the Coll/Tiree ferry.  Passengers have to pay the full fare.  Ronnie Campbell agreed to raise at the next Ferry Committee meeting               Action: RC

8.3         Bert Leitch-Ulva Ferry:

v     Queried the progress of the proposed Progressive Care Centre, Craignure.  Chair attended recent meeting, reported that land at back of Java houses has caused more legal problems, and still in the hands of Lawyers.  If problems cannot be resolved the project may not go ahead at this site.  This situation would be dreadful as many people have donated locally on the strength of above site.

8.4     Tony Proud-Dervaig:

Reported that the three-hour disabled parking notice at Craignure has been taped over.

8.5 Jim Corbett-Lochbuie:

Work has commenced to repair Moy Castle at Lochbuie, with assistance from Mull Historical Society.  Grant received from Historic Scotland and National Lottery Fund


 

 

8.6   Linda Cameron-Fionnphort:

Received invitation to attend Isle of Mull Hotel, to meet new Manager and Manageress.  Hoping to turn into a hotel with more leisure facilities and reduce bus parties.  Building improvements to be carried out in the future.

8.7   Councillor MacDougall:

Passenger numbers on the Iona ferry have been reduced to 150.  Cal Mac not prepared to put extra crew on board to carry full capacity during summer season.  Concern shown already as not all passengers getting back to Craignure for ferry time.  With increase of tourist buses through the 2006 season, why has this decision been taken.                      Action: AMac/LD
